Required Results for Successful Funding

Expected Outcomes

Projects are expected to deliver:
1. Input for the implementation of existing and forthcoming EU regulatory initiatives on transport emissions measurement, calculation and reporting (Fuel EU Maritime Regulation (EU) 2023/1805, Re Fuel EU Aviation Regulation (EU) 2023/2405, Count Emissions EU proposal, EU MRV, eFTI).
2. Methodological components and detailed specifications to complement and finalise the accounting methodology under the Commission’s proposal on Count Emissions EU, closing identified gaps and ensuring a harmonised, scientifically robust framework.
3. An EU core dataset of default GHG emission intensities for major transport modes, validated and interoperable with regulatory, industry and standardisation requirements.
4. Clear recommendations and an R&I roadmap to address residual methodological gaps in transport emissions accounting.
5. A governance and stakeholder-engagement model ensuring alignment between EU policy development and market-based implementation, paving the way for investment in low-emission fuels and transport services.
Funded areas

Scope Requirements

Proposals must:
• Cover the full climate impact of transport operations in a comprehensive, consistent manner.
• Address unresolved issues in the Count Emissions EU methodology and close them scientifically.
• Develop and test methodological tweaks identified during framework application.
• Integrate new technologies (e.g. generative AI) for dataset development and methodological innovation.
• Ensure availability of data to support integration of requirements from Fuel EU Maritime, Re Fuel EU Aviation, EU MRV and eFTI.
• Explore, assess and establish state-of-the-art methods for measuring/calculting black carbon, radiative forcing, life-cycle GHG emissions from manufacturing, infrastructure, maintenance, ICT.
• Clarify specific methodological issues: temperature-controlled transport emissions; air transport passenger vs freight allocation.
• Build on European/national/sectoral repositories to deliver an EU core dataset of default GHG emission intensities.
• Update GHG emission factors for energy production, distribution and use based on CLEVER and other sources.
• Ensure methodological consistency with the Renewable Energy Directive and related energy legislation.
• Define R&I gaps in transport emissions accounting and propose actionable recommendations.
• Implement governance ensuring direct stakeholder involvement and coordination mechanisms with ongoing projects.

Special Conditions

- Grant type: HORIZON Lump Sum Grant under Coordination and Support Action (CSA).
• Single-stage submission; deadline 20 January 2026, 17:00 Brussels time.
• Indicative budget of €3 500 000 for one grant.
• Consortia must demonstrate direct involvement of all relevant stakeholder groups (public authorities, industry, research organisations, standardisation bodies).
• Formal coordination mechanisms with existing projects (e.g. CLEVER) must be established.
• Activities limited to coordination and support; no primary research or innovation actions outside scope.
• Compliance with EU open data and FAIR principles for datasets and models.
• Adherence to all referenced regulations and directives (Regulations (EU) 2023/1805, 2023/2405, 2015/757, 2020/1056; Directive (EU) 2023/2413; Count Emissions EU proposal COM(2023)441 final).
