Required Results for Successful Funding

Expected Outcomes

Successful proposals will:
• Deliver more responsible research assessment systems by broadening evaluation criteria beyond publications and impact factors
• Improve quality, performance and societal impact of research, researchers, projects, and institutions through responsible assessment tools and methods
• Increase scientific knowledge on:

• Assessment tools, methods, their biases, limitations, and mitigation strategies

• Methods and best practices for reforming research assessment
• Provide robust evidence supporting implementation of the Agreement on Reforming Research Assessment commitments, accessible to policy makers and research organisations
• Foster adoption of diverse research outputs and activities, ensure diversity and inclusion, and mitigate systemic biases in assessment processes
• Strengthen institutional readiness and culture change towards fair, transparent, and multidimensional assessment frameworks
Funded areas

Scope Requirements

Proposals must:
• Align with major initiatives (DORA, Leiden Manifesto, FOLEC-CLACSO, Agreement on Reforming Research Assessment, CoARA under ERA Policy Agenda 2022-2024)
• Acknowledge and go beyond publication-based metrics, addressing diverse research outputs, practices, and activities
• Investigate: best practices in qualitative assessment; bias-prone aspects and transparency of peer review; lessons from narrative CV pilots; inappropriate uses of metrics and their alternatives at researcher, project, and institutional levels; open indicators for new assessment frameworks; infrastructures/tools for FAIR digital research objects; promotion of diversity and gender inclusion
• Examine institutional reform methods and culture change: community readiness, multi-disciplinary perspectives, pilot actions for new practices
• Address all three action parts: (1) review and evaluate existing evidence, (2) identify knowledge gaps and prioritize research areas, (3) implement research in these areas
• Ensure synergies, complementarities, and close cooperation with CoARA, CoARA Boost, DORA, and other stakeholders
• Include SSH disciplines and expertise where needed
• Complete the action within a maximum duration of 3 years

• Evaluation criteria, scoring, thresholds: Annex D; submission & evaluation processes: Annex F
• Legal and financial setup: Annex G; must use the Horizon Europe RIA application form and comply with model grant agreement
• Open Access requirement: provide immediate open access to results; ensure accessibility for underrepresented groups
• Duration cap: maximum 3 years
• Mandatory collaboration with CoARA Working Groups, CoARA Boost, DORA, and other relevant initiatives
