Required Results for Successful Funding

Expected Outcomes

Project results are expected to contribute to all of the following:
• Wider, simplified and more efficient access to the best research infrastructures for curiosity-driven research, irrespective of researcher location;
• Breakthrough and leading-edge research enabled by advanced infrastructure services, including emerging facilities, accessible to a broader and more diverse user community;
• Improved and harmonised research infrastructure services and a more balanced use of resources across the EU and Associated Countries through exploited synergies and complementarities;
• A new generation of researchers trained to optimally exploit essential research tools, including data stewardship skills;
• Cross-disciplinary fertilisation and broader sharing of information, knowledge and technologies via closer interactions among researchers and infrastructures;
• Better management of the continuous flow of data produced by infrastructures, including implementation of FAIR data principles.
Funded areas

Scope Requirements

Proposals must:
• Address exactly one of two domain areas, explicitly stating which: 1) Environment: atmospheric chemistry and dynamics; 2) Physical sciences and engineering: hadron physics (including transversal links and common developments in particle and nuclear physics);
• Provide trans-national and/or virtual access to research infrastructures of European interest (including ESFRI Landmarks or ERICs);
• Include at least one ESFRI Landmark or European Research Infrastructure Consortium (ERIC) as a beneficiary (or, for distributed ERICs, a legal host entity with a supporting declaration);
• Adhere to the European Charter for Access to Research Infrastructures;
• Define a comprehensive portfolio of complementary infrastructure and data services, involving necessary interdisciplinary infrastructures, affiliated entities or external service providers;
• Address data management (including FAIR principles), interoperability, connection to the European Open Science Cloud, and relevant ethics issues;
• Take into account relevant European/international initiatives and foster (open) global standards;
• Include an outreach and engagement plan to advertise services, especially to researchers in widening countries;
• Provide a detailed list of services/installations opened for access and the number of access units made available;
• Exploit synergies and ensure complementarity with other EU grants for access provision;
• Note that integration of the gender dimension (sex and gender analysis) is not mandatory.
Additional Conditions for Applicants

Special Conditions

- Funding rate: 80% of eligible costs (20% co-funding by participants);
• Eligible costs include unit costs for trans-national and virtual access as per Horizon Europe MGA Annex 2a;
• Proposals must include access provision activities and comply with the ‘Specific features for Research Infrastructures’ section of the Work Programme;
• No support for longer-term R&D on new instrumentation, tools, methods or advanced digital solutions beyond short-term service development;
• Proposal page limit: 100 pages; no exploitation/dissemination plan required;
• Eligible countries: EU Member States, Associated Countries, plus exceptional eligibility for legal entities in Australia, Brazil, Canada, Chile, India, Japan, Mexico, New Zealand, Republic of Korea, Singapore, Switzerland and USA, when providing complementary or more advanced services;
• At evaluation, compliance with all specific topic provisions will be assessed; excellence criterion includes quality and state-of-the-art of access activities, facilitation/integration of procedures and online service development;
• Single-stage submission: opening date 06 May 2025; deadline 18 September 2025, 17:00 Brussels time.
