Funded areas
Scope Requirements
- Address exactly one scientific domain (and sub-domain if appropriate) not covered by the Horizon Europe Research Infrastructures 2023–2025 INFRASERV topics; explicitly state chosen domain in proposal
• Make available a very wide, inclusive and comprehensive portfolio of complementary research infrastructure services (including data services) relevant to frontier research in that domain
• Involve as beneficiaries or affiliated entities the necessary interdisciplinary set of research infrastructures of European interest (ESFRI landmarks or ERICs) or, for distributed ERICs, a hosting legal entity with signed declaration of ERIC support
• Include emerging facilities or third-country infrastructures only if they offer complementary or more advanced services than those in EU/Associated Countries
• Adhere to the European Charter for Access to Research Infrastructures and the Work Programme’s “Specific features for Research Infrastructures” provisions
• Address FAIR data principles, ethics, interoperability and EOSC connectivity where relevant
• Take due account of relevant European or international initiatives and foster use of open global standards
• Include an outreach and engagement plan targeting research communities, notably from Widening countries
• Exploit synergies and ensure coherence with existing EU grants for access provision
• Provide a detailed list of services/installations opened for trans-national or virtual access and specify units of access offered
• Make available a very wide, inclusive and comprehensive portfolio of complementary research infrastructure services (including data services) relevant to frontier research in that domain

Special Conditions
- Funding rate capped at 80% of eligible costs, with eligible costs based on unit-cost model for access activities
• Proposal page limit of 100 pages; no requirement for an exploitation and dissemination plan
• Access provision activities must be central to the proposal; longer-term R&D for new instrumentation, tools, methods or advanced digital solutions is excluded
• Legal entities from Australia, Brazil, Canada, Chile, India, Japan, Mexico, New Zealand, Republic of Korea, Singapore, Switzerland, and the USA are exceptionally eligible only if providing access to their infrastructures
• Integration of the gender dimension (sex and gender analysis) is not mandatory for this topic
• Proposals must exclude the following domains/sub-domains: terrestrial biodiversity and ecosystems (including forest); astronomy and astroparticle physics; arts and humanities; atmospheric chemistry and dynamics; particle and nuclear physics
• For distributed ERIC participation, a declaration signed by the ERIC legal representative is required confirming support, relevance and cooperation
• Grants will be awarded to ensure a balanced portfolio of scientific domains: underrepresented domains may be funded if proposals reach evaluation thresholds
• Excellence evaluation includes assessment of the quality, sustainability and integration of access activities, and further development of online services
• Proposal page limit of 100 pages; no requirement for an exploitation and dissemination plan
• Access provision activities must be central to the proposal; longer-term R&D for new instrumentation, tools, methods or advanced digital solutions is excluded
