What is the RFCS-2025 Coal Accompanying Measures Call?

Grant Description
Research projects to support the just transition of the coal sector and regions in line with the European Green Deal by 2050. The call addresses phasing out fossil fuels, redeveloping former coal sites, carbon dioxide capture, geothermal energy, valorisation of mining wastes, repurposing infrastructure, reskilling workers, improving health and safety, and minimising environmental impacts of mine closure.
Required Results for Successful Funding

Expected Outcomes

Funded projects are expected to deliver:
• New or improved CCUS processes validated at pilot/demo scale on former coal sites
• Geothermal energy systems demonstrating technical and economic viability in decommissioned mine areas
• Scalable methodologies for valorising mining wastes into secondary raw materials with minimal environmental footprint
• Viable blueprints for repurposed mine infrastructure supporting new economic activities (e.g. clean energy hubs, industrial parks)
• Proven training and reskilling curriculum ready for deployment in coal-dependent regions, leading to measurable workforce transition
• Documented improvements in occupational health and safety protocols for mine closure and post-closure operations
• Technologies and operational practices that significantly reduce methane and other pollutants from mine sites
• Demonstrations of mine water treatment and restoration techniques that restore water quality and protect aquifers
• Site restoration plans that reinstate soil fertility, biodiversity and landscape stability
• Strategies and protective measures mitigating subsidence impacts on surface infrastructure
• Strengthened European leadership in technology and non-technology transfer for just transition of coal regions
Funded areas

Scope Requirements

Proposals must:
• Directly support the transition to a climate-neutral Union economy by 2050 and the phasing out of fossil fuels, in line with Council Decision 2008/376/EC (amended) and EU Green Deal targets
• Address one or more specific research sub-themes from Articles 4, 5 or 6 (just transition, health & safety, environmental impact minimisation)
• Demonstrate tangible climate and environmental benefits (e.g. GHG reductions, resource efficiency, pollution avoidance)
• Focus on regions and sectors most affected by coal phase-out and propose socially inclusive solutions (reskilling, local economic diversification)
• Form part of a consortium of eligible entities from the countries listed in section 6 of the call document
• Adhere to admissibility conditions (proposal page limits and layout per section 5 and Part B of the Application Form)
• Meet financial and operational capacity criteria and exclusion rules (section 7)
• Use the standard RFCS application form templates, including the detailed budget table

- Single-stage submission via the Funding & Tenders Portal by 24 September 2025 at 17:00 Brussels time
• Model Grant Agreement: RFCS Action Grant Budget-Based (RFCS-AG)
• Once submission type and MGA are confirmed, they cannot be changed
• Proposals must comply with: EU Financial Regulation 2024/2509; Rules for Legal Entity Validation and LEAR appointment; Funding & Tenders Portal Terms & Conditions and Privacy Statement
• Evaluation and award procedures per call document sections 8 and 9; indicative timeline per section 4
• Legal and financial set-up governed by section 10 of the call document and the annotated RFCS MGA
