What is the Roadmap for next generation computing technologies from IoT device level to edge to cloud to HPC (CSA) Call?

Grant Description
This coordination and support action will prepare, manage, and coordinate a support structure for the European computing ecosystem by organising networking events and vision workshops, and by producing annually updated comprehensive roadmaps on computing from edge devices to high-performance computing, covering scientific, industrial, and societal applications and key aspects such as real-time operation, security, and artificial intelligence support.

Expected Outcomes

Funded projects will deliver:
• A sustainable support structure for the European computing ecosystem, anchored by recurring networking events (conferences, summer schools) and vision workshops for academia and industry
• Yearly updated, broad-scope roadmaps on computing research & innovation, spanning edge-IoT to edge-cloud to cloud to HPC, and covering scientific, industrial and societal applications
• Roadmaps addressing critical aspects such as real-time operation, security and trustworthiness, AI support capabilities and the integration of generative AI into computing system engineering
• Enhanced coordination and alignment between Horizon Europe Destinations 3 & 4, the Chips, Smart Networks & Services and HPC JUs, and complementary roadmapping initiatives (European Alliance for Industrial Data, Edge & Cloud, IPCEI)
Funded areas

Scope Requirements

Proposals must:
• Provide annually updated, comprehensive roadmaps on research & innovation in computing from edge-IoT to cloud to HPC, addressing scientific, industrial and societal applications
• Bridge and align with Horizon Europe Destination 3 (“From Cloud to Edge to IoT for European Data”), Destination 4 (“Ultra Low Power Processors”), the Chips JU, Smart Networks & Services JU and the HPC JU
• Build upon the HIPEAC project structures and the expertise of its think tank of leading European computing research centres
• Integrate both academic visions and industrial perspectives, complementing Strategic Research & Innovation Agendas of the Joint Undertakings and roadmapping efforts by the European Alliance for Industrial Data, Edge & Cloud and the IPCEI exploitation office
• Cover all relevant technical dimensions: real-time computing, security and privacy, AI support, generative AI for system engineering, interoperability across the computing continuum

Special Conditions

Admissibility & eligibility:
• Page limits and proposal layout as per Annex A & E of the Horizon Europe Work Programme General Annexes and Part B of the application form
• Participating entities must come from countries eligible under Annex B; non-associated third countries may fund their participants through specific provisions
• Subject to restrictions for protection of European communication networks (Annex B)
Financial & legal:
• Demonstrate financial and operational capacity; exclusions per Annex C
• Funding rate and budget justification in line with HE MGA Budget-Based model (HORIZON-AG) for CSA
• Use standard HE CSA application and evaluation forms; grant agreement governed by Annex G and the HE Programme Guide
Evaluation & award:
• Conform to award criteria, scoring thresholds (Annex D), submission and evaluation procedures (Annex F)
• Indicative evaluation timeline per Annex F
Topic-specific:
• Applicants must select and take into account the full description and expected impacts of the relevant Destination from the 2025 Work Programme (Digital, Industry & Space)
• The topic builds on the recently resolved technical issue; proposers should refer to the corrected topic page and Destination 3 details
