Grant Description
This research and innovation action supports energy-intensive industries to reduce emissions of hazardous pollutants beyond carbon dioxide by developing novel processing technologies and materials, robust monitoring methods, and participatory risk-reduction approaches. It aims to lower use and proliferation of toxic substances, improve health and environmental safety, increase understanding of emerging pollutants, reduce worker exposure, and contribute to cleaner air and biodiversity.

Expected Outcomes

1) Significant reduction in use of hazardous substances in production and products, lowering risks to human health and the environment; 2) Deployment-ready novel processing technologies and materials with demonstrably lower health, safety and environmental impacts; 3) Enhanced understanding and data on industrial emissions of emerging and less-known hazardous pollutants not regulated at EU level; 4) Decreased occupational exposure risks and improved workplace health outcomes through empowered employees; 5) Contributions to EU clean air and biodiversity objectives via reduced pollutant releases.
Funded areas

Scope Requirements

Proposals must: 1) Demonstrate a clear reduction in the use of hazardous substances posing human or environmental health risks and their transfer into products; 2) Develop novel processing technologies achieving reduced health, safety and environmental impacts beyond CO₂ emission reductions; 3) Minimise adverse effects of new processes on material performance, durability, recyclability, production cost and associated hazards; 4) Where relevant, create and validate sampling and monitoring methodologies for emerging and less-known pollutant groups in stack emissions; 5) Integrate techno-economic analyses and full life-cycle assessments of the proposed processes; 6) Engage all relevant actors (e.g. employees, SMEs, regulators) in a participatory risk-reduction approach; 7) Build upon existing standards or contribute to standardisation where monitoring methods are lacking; 8) Address data interoperability for pollutant monitoring results; 9) Include a detailed business case and exploitation strategy as per the Destination’s requirements; 10) Demonstrate planned synergies with ongoing initiatives and European research infrastructures; 11) Coordinate with the JRC’s science-for-policy activities; 12) Encourage international cooperation.

Special Conditions

Type of Action: Horizon Europe Research & Innovation Action (RIA) under a lump-sum grant model (HORIZON-AG-LS). Single-stage submission. Projects must implement the Processes 4 Planet partnership objectives. Business case and exploitation strategy for industrial deployment are mandatory. Legal entities established in China are ineligible for Innovation Actions. Eligible costs are reimbursed as lump sums per the Simplified Costs Decision. Proposals must comply with all Horizon Europe General Annexes (A–G) and the Destination’s business case/exploitation guidance, select and address one of the four specified Destinations from WP2025, and adhere to admissibility, eligibility, evaluation, and funding rules. International cooperation is encouraged.
