Expected Outcomes

• A portfolio of comprehensive, modular academic curricula implemented across Europe, ready for integration into existing programmes and standalone training.

• Piloted short-term training courses for sector specialists (SMEs, public sector) at regional/local levels.

• Established, operational partnerships and collaboration frameworks between academia, industry and research institutions, enabling large-scale roll-out of training and curricula.

• Delivered practical educational initiatives (internships, mentorships, summer schools, bootcamps, facility visits, career days) in collaboration with industry and research partners.

• Inclusion schemes and visibility measures in place, with increased participation by women, disadvantaged youth and persons with disabilities.

• “Teach-the-teacher” modules developed and delivered to upskill university, VET and secondary education instructors.

• Communication and awareness campaigns executed, raising public and student awareness of AI/Gen AI careers and technologies.

• A fully operational landing page on the Digital Skills and Jobs Platform listing all academy activities and resources.

• Impact reports based on KPI assessments, with actionable recommendations for policy makers and investors.

• Enhanced capacity of EU stakeholders (students, SMEs, start-ups, public sector) to develop, deploy and apply AI models and applications, and to leverage supercomputing resources provided by the AI Factories.

• Strengthened alignment with EU AI Innovation Package, Apply AI Strategy, and Gen AI EU Initiative objectives, fostering digital transformation across the Union.

Scope Requirements

• Establish a one-stop-shop “AI Skills Academy” delivering educational and training schemes in two focus areas:
1. Skills for using AI-dedicated supercomputing facilities of the AI Factories (complementing the Euro HPC Virtual Training Academy).
2. Skills for the uptake and deployment of AI, and in particular Generative AI, across key economic sectors.

• Develop and implement learning modules and short-term trainings covering AI foundation model development, AI inference processes, data science, AI/Gen AI deployment, and use of supercomputers for AI.

• Ensure curricular integration at multiple academic levels and for diverse target audiences (undergraduate, graduate, post-graduate students; current and future ICT and sector specialists in SMEs, start-ups, public sector).

• Optionally deliver activities for educating the general public on safe and responsible use of AI/Gen AI technologies.

• Cooperate with existing EU initiatives (AI-on-Demand Platform, Networks of Excellence in AI, European Digital Innovation Hubs, Euro HPC Factories) to leverage services and facilities in training activities.

• Provide a detailed description and quantification of the most needed AI professional role profiles, associated skills and competencies, and related education/training pathways, aligned with identified skills gaps and existing offers.

• Deploy a KPI assessment framework to monitor impact and inform policy/investment recommendations.

Special Conditions

• Admissibility: Proposals must respect page limits and layout as described in Section 5 of the call document and Part B of the Application Form in the Submission System.

• Eligible Countries and Other Eligibility Conditions: Must comply with the criteria in Section 6 of the call document.

• Financial and Operational Capacity and Exclusion: Applicants must meet requirements in Section 7 of the call document.

• Lump Sum Grant Model: DIGITAL-AG-LS; single-stage submission; one grant per topic.

• Evaluation and Award: Submission, evaluation processes (Section 8), award criteria, scoring and thresholds (Section 9), and indicative timeline (Section 4) as per call document and Online Manual.

• Legal and Financial Setup: Governed by Model Grant Agreement for Lump Sum Grants and EU Financial Regulation; detailed in Section 10 of the call document.

• Use of Call Documents and Annexes: Applications must use the provided templates (Standard Application Form DEP, Detailed Budget Table DEP LSII) and adhere to rules in Regulation 2021/964, EU Financial Regulation 2024/2509, AGA Annotated Model Grant Agreement, and Funding & Tenders Portal terms.
