Grant Description
This Horizon Europe research and innovation action invites consortia to assess and strengthen the security of post-quantum cryptographic primitives. Projects will investigate the quantum hardness of lattice-based, code-based and other mathematical problem classes, develop quantum algorithms and AI-driven cryptanalysis, implement and test the robustness of post-quantum schemes against quantum and hybrid attacks, and deliver parameter recommendations for secure post-quantum cryptosystems.
Required Results for Successful Funding

Expected Outcomes

Projects are expected to deliver one or more of the following results:

• Breakthrough insights into the quantum hardness of mathematical problem classes underpinning PQC.

• Novel quantum algorithms demonstrating significant speed-up against lattice-based, code-based or other problems.

• Optimised implementations of quantum algorithms in high-level programming languages for cryptanalytic use.

• Operational environments/testbeds assessing the robustness of cryptosystems under realistic quantum attacker models.

• AI-driven methodologies for automated discovery of vulnerabilities in PQC schemes.

• Concrete cryptanalysis results evidencing potential weaknesses in candidate PQC primitives.

• Validated parameter recommendations and design guidelines for next-generation post-quantum cryptographic building blocks resilient to quantum and AI-based attacks.
Funded areas

Scope Requirements

• Focus on assessing the quantum security of PQC algorithms by: 1) researching quantum algorithms with demonstrable speed-up (lattice-, code-based, others); 2) exploring purely AI-based or hybrid quantum+AI attack strategies.

• Prioritise lattice-based and code-based primitives, while allowing exploration of other mathematical problem classes.

• Combine theoretical analysis with practical implementation, including development of hardware/software testbeds to evaluate quantum-attacker feasibility.

• Deliver clear identification of vulnerabilities in current PQC building blocks and concrete recommendations for parameter tuning and system design against quantum and AI-enhanced attacks.

• Consortium composition must include expertise in both post-quantum cryptography and quantum computing.

• Align with the “Destination – Increased Cybersecurity” expected impacts (EU technological autonomy, resilience, SME focus, privacy by design).
Additional Conditions for Applicants

Special Conditions

• Participation restricted to legal entities established in EU Member States, Horizon Europe Associated Countries, or OECD countries.
• Excludes entities directly or indirectly controlled by any non-eligible country or entity.
• Applicants must submit an Ownership Control Declaration (annex) for all HORIZON-CL 3-2025-02-CS-ECCC topics except HORIZON-CL 3-2025-02-CS-ECCC-03.
• Funding under the lump sum MGA: eligible costs defined by Decision of 7 July 2021.
• Proposals must respect page limits and layout rules (Annexes A, E; Part B Application Form).
• Evaluate under Horizon Europe General Annexes (Annex D scoring; Annex F process; Annex C capacity).
• Single-stage submission by 12 November 2025, 17:00 Brussels time.
• Must comply with Civil Security for Society Work Programme and complete required Security section.
