Required Results for Successful Funding

Expected Outcomes

Projects’ results are expected to contribute to: design and implementations of PQC algorithms resistant to side-channel and fault attacks; optimized countermeasures with a balanced trade-off between security, performance and cost; concrete recommendations for implementing countermeasures and identification of required hardware; analysis of new and combined attacks, including AI-enhanced, under real-world conditions; design of automated security evaluation frameworks for PQC implementations; reinforcement of EU technological capabilities and resilience; protection of critical digital infrastructures; advancement of European strategic autonomy in cybersecurity; and fostering of the European Cybersecurity Competence Community, with particular attention to SMEs and security-and-privacy by-design principles.

Scope Requirements

Focus on securing PQC algorithm implementations against implementation attacks (side-channel: timing, power, electromagnetic; fault: glitching, combined attacks, AI-enhanced) across application domains (IoT, cloud, automotive). Investigate and validate countermeasures such as masking, shuffling, randomised clocking and delays, constant-weight encoding, code polymorphism, control-flow integrity and recomputation of critical operations. Balance resource overhead (runtime, memory) with required security. Explore synergies between countermeasure techniques and PQC design. Develop automated testing methodologies and frameworks to evaluate correctness and resistance to remote side-channel and a broad range of implementation attacks for both regular and embedded software, as well as hardware.

Special Conditions

Participation limited to legal entities established in EU Member States, Horizon Europe Associated Countries and OECD countries. Entities established in eligible countries but directly or indirectly controlled by non-eligible countries or entities are excluded. Applicants (except for topic HORIZON-CL 3-2025-02-CS-ECCC-03) must complete an Ownership Control Declaration. Calls are managed indirectly by the European Cybersecurity Competence Centre (ECCC) under a lump sum grant (HORIZON-AG-LS) with a single-stage submission. Proposals must respect page limits and layout as per Work Programme General Annexes and Application Form guidelines. SMEs are particularly encouraged. Adhere to security provisions and submission deadline (12 November 2025, 17:00 CET). Evaluation, award criteria, legal, financial and operational rules are defined in the Work Programme annexes.
