Scope Requirements
• Proposals must be submitted via the single-stage ED-2025-PORTUGAL-FPA call by 08 July 2025, 17:00 Brussels time, using the ED-FPA model and complying with page limits and layout requirements (Part B of the application form).
• Selected partners must commit to sign and implement a five-year framework partnership agreement (2026–2030) and to submit an annual communication plan each year for grant release.
• Partners must have demonstrable experience in EU communication/outreach and established local networks.
Special Conditions
• Annual funding is conditional on approval of that year’s communication plan and on satisfactory performance and reporting.
• Proposals failing admissibility criteria (e.g., exceeding page limits or incorrect layout) or eligibility conditions will be rejected without evaluation.
• Legal and financial set-up follows the Annotated Model Grant Agreement (EU Grants AGA), with legal entity validation, LEAR appointment and financial capacity assessment required before signature of the grant agreement.
• No changes to the selected model grant agreement type (ED-FPA) are allowed once the submission is confirmed.
