What is the SMP-CONS-2025-ADR-RAD Call?

Grant Description
Call for proposals to provide financial contributions to Alternative Dispute Resolution bodies designated by EU Member States under ADR Directive 2013/11/EU and to qualified entities designated under Representative Actions Directive 2020/1828 to strengthen consumer dispute resolution mechanisms and support representative actions.

Expected Outcomes

Funded projects are expected to:
• Strengthen the effectiveness, efficiency and transparency of ADR services across the EU single market
• Ensure timely, fair and accessible out-of-court resolution of consumer disputes, including cross-border cases
• Build and reinforce the capacity of designated ADR bodies and QEs to implement and enforce the ADR and Representative Actions directives
• Foster mutual cooperation and best-practice exchange among ADR bodies and QEs in different Member States
• Increase consumer awareness and trust in ADR and collective redress mechanisms
• Generate reliable data, performance metrics and reports to monitor implementation of both directives
• Contribute to a more coherent and consumer-friendly single market dispute resolution framework.
Funded areas

Scope Requirements

1. Eligible applicants: ADR bodies or QEs formally designated by an EU Member State under the ADR Directive 2013/11/EU or the Representative Actions Directive (EU) 2020/1828.
2. Proposal content: clear work plan demonstrating how proposed activities will enhance ADR service delivery or representative action capacity, with objectives, milestones, deliverables and performance indicators.
3. Budget: detailed and realistic costings using the CONS detailed budget template, aligned with the total available envelope of €1 500 000 for 2025.
4. Compliance: adhere to the proposal page limits and layout (Part B of the application form), eligible country rules, financial and operational capacity requirements, and exclusion criteria as described in the call document.
5. Submission: single-stage electronic submission via the Funding & Tenders Portal by 27 August 2025, 17:00 CET, selecting the SMP Project Grants [SMP-PJG] action and SMP Action Grant Budget-Based [SMP-AG] model grant agreement.

Special Conditions

• Admissibility: proposals must respect the page limit and formatting rules set out in Part B of the Application Form available in the Submission System.

• Eligible countries: only entities established in countries listed in the call document may participate.

• Other eligibility: applicants must not fall under exclusion or conflict-of-interest rules; they must demonstrate sufficient financial and operational capacity.

• Evaluation & award: applications will be assessed against award criteria, scoring and thresholds detailed in the call document; an indicative evaluation and grant agreement timeline is provided in that document.

• Legal & financial setup: grants will be awarded under the SMP Model Grant Agreement (SMP MGA); applicants must accept its terms and conditions.

• Mandatory documentation: call document, standard proposal template (CONS), detailed budget template (CONS), SMP MGA, and relevant annexes (SMP Work Programmes, SMP Regulation 2021/690, EU Financial Regulation 2024/2509, Rules for Legal Entity Validation, LEAR Appointment, AGA, Funding & Tenders Portal Manual).
