Required Results for Successful Funding

Expected Outcomes

- Improved methods and tools to optimally develop and deliver bias-free AI algorithms and generative AI applications.
• New concepts of auto-evolution-enabled software elements that AI algorithms can autonomously select and integrate.
Funded areas

Scope Requirements

Proposals must:
• Address at least two of the call’s main objectives:

• Increase productivity of generative AI developers/operators (foundational and language models).

• Define a modular reference architecture/framework for generative AI.

• Simplify and automate development and operation workflows.

• Develop novel RL-based labelled training set generation from human feedback.

• Accelerate EU leadership in AI and contribute to AI Act implementation.

• Collaborate with EU chip designers for hardware-software co-optimization.
• Cover one or more of the identified technical challenges: data-pipeline orchestration, advanced testing, deployment optimization, hardware dependency management, bias/discrimination mitigation, explainability, large-scale architectures, security against dataset/prompt poisoning (including neuromorphic computing where relevant).
• Include at least one industry application use case (e.g. automotive, health, energy, food/agriculture).
• Build on and ensure complementarity with existing EU, national or regional initiatives (e.g. digital twins leveraging GenAI, data quality enhancement, energy-efficient AI algorithms).
• Ensure complementarity with specific Horizon topics: HORIZON-CL 4-2024-HUMAN-03-01, 4-2024-HUMAN-03-02, 4-2023-DATA-01-01, 4-2021-DATA-01-01, 4-2021-HUMAN-01-24.
• Relate to activities and outcomes of the Digital Europe Programme and any relevant IPCEI initiatives.
• Share results via the AI-on-demand platform and other digital resource platforms.
• Allocate tasks for cohesion activities with ADRA and the Gen AI 4 EU central Hub.

Special Conditions

- Single-stage submission; opening 10 June 2025, deadline 02 October 2025 (17:00 Brussels time).
• Topic budget: EUR 15 000 000; expected grant size EUR 4–6 million; 3 grants to be funded.
• Admissibility: comply with page limits and format per Horizon Europe Work Programme General Annexes.
• Eligibility: legal entities established in EU Member States, Iceland, Norway, Canada, Israel, Republic of Korea, New Zealand, Switzerland, UK. Entities controlled by non-eligible countries require guarantees; high-risk suppliers of mobile network equipment are excluded unless guarantees.
• Proposals must implement Destination 3 (“Developing an agile and secure single market and infrastructure for data-services and trustworthy AI services”) as described in Work Programme 2025, Part 7.
• Allocate tasks and budget for cohesion activities with the AI, Data and Robotics Partnership (ADRA) and the CSA Gen AI 4 EU central Hub.
• Use EU Open Access and Data Management Plan requirements, ethical and security rules per Horizon Europe MGA and EU AI Act guidance.
• Follow all financial, operational capacity, exclusion and evaluation criteria in Horizon Europe General Annexes.
• Disseminate through the AI-on-demand platform and comply with EU grants rules, IPR and privacy statements.
