• Reinforced EU strategic autonomy by reducing non-EU dependencies on critical space EEE components and related technologies across the entire supply chain.

• Unrestricted access to critical space EEE components and technologies for EU space missions.

• Development or regaining of independent space operation capacity through resilient EU and trusted supply chains not subject to non-EU export restrictions.

• Enhanced global competitiveness via products and capabilities matching or surpassing non-EU performance levels.

• New opportunities for EU manufacturers by reducing reliance on non-EU export-restricted technologies.
Funded areas

Scope Requirements

1. Technology Area and TRL Targets:
• Select one area: Advanced packages (organic substrate for very high, fine pitch) to reach final TRL 6–7 or MRAM memories to reach final TRL 7.
2. Supply-Chain Structure:
• Preferably fully EU-based; if partial non-EU sourcing is unavoidable, ensure trustable, non-export-restricted processes (approval required).
• Provide high-level breakdown of the end-to-end supply chain and technology processes.
3. Export-Control Freedom:
• Demonstrate that the supply chain and final product are free of ITAR or equivalent restrictions; explicitly report any EAR-controlled segments (e.g. EAR 99).
4. Standards and Qualification:
• For developments targeting TRL ≥ 5, list applicable space standards (EN, ECSS, ESCC, MIL, JEDEC) for formal evaluation/qualification.
• Deliver the full, sensitive data pack planned for qualification authority to DG-DEFIS and HaDEA.
5. Work Plan Deliverables (within 6 months):
• Detailed supply chain mapping with roles, criticality, non-EU dependencies.
• Industrial roadmap and business plan (applications, mission insertion, time-to-market).
• Comprehensive list of relevant extra-territorial export controls.
• State-of-the-art and gap analysis.
6. Complementarity:
• Identify existing national/European efforts and demonstrate how proposed activities complement them.
7. Compliance:
• Ensure participants, subcontractors, affiliates are only from eligible countries and comply with Model Grant Agreement provisions.
Additional Conditions for Applicants

Special Conditions

- Eligibility limited to legal entities in EU Member States, Norway and Iceland; entities controlled by non-eligible countries require approved guarantees ensuring no negative impact on EU strategic assets.
• No participants from, or subcontracting to, ineligible or target countries.
• Confidential deliverables to DG-DEFIS and HaDEA within six months.
• Four-year post-project obligations: supply availability in EU at fair market conditions, free of ITAR/EAR restrictions; transfer of ownership or exclusive licensing requires prior notification and may be objected to by the granting authority within four years after project end.
• Use of Copernicus and/or Galileo/EGNOS if satellite EO/PNSS data/services are employed.
• Gender dimension analysis is not relevant for this topic.
• Full compliance with Horizon Europe MGA clauses on restricted eligibility, export controls and data confidentiality.
