• Unrestricted access for EU space missions to critical space EEE components and related technologies.

• Regained capacity for independent space operations via resilient, EU-based or trustable supply chains unaffected by non-EU export controls.

• Enhanced EU competitiveness through development of products with performance equivalent or superior to non-EU alternatives, enabling global market competition.

• New opportunities for European manufacturers by reducing reliance on non-EU export-restricted technologies.

Scope Requirements

• Target final TRL≥5 for the selected critical space EEE component (RISC-V microprocessors on 7 nm node).

• Establish a sustainable supply chain, preferably fully within the EU; if partially outside, use trustable non-EU services subject to granting authority approval.

• Demonstrate that supply chain and final product are free of legal export restrictions (ITAR, EAR, etc.) or clearly report any EAR-99 dependencies.

• Provide a high-level breakdown of technology processes and the full supply chain.

• Include a list of applicable formal space standards and, if aiming for formal qualification, deliver the full qualification data pack marked sensitive to DG-DEFIS and HaDEA.

• Integrate specific work‐plan tasks to: analyse the supply chain; describe industrial roadmap and business plan; report all relevant extra-territorial export controls; and perform a literature review with gap analysis.

• Enhance complementarity with relevant national/EU initiatives and document how overlap is managed.

• Adhere to the 80-page limit and general admissibility conditions in Annex A/E of the Horizon Europe Work Programme.
Additional Conditions for Applicants

Special Conditions

• Participation restricted to legal entities established in EU Member States, Norway and Iceland; entities from non-eligible countries are ineligible.

• Entities controlled by non-eligible countries may participate only with positively assessed guarantees ensuring no negative impact on EU strategic interests.

• High-risk telecom equipment suppliers (and their affiliates) are barred from participation.

• If satellite EO or PNT data is used, beneficiaries must use Copernicus and/or Galileo/EGNOS.

• Gender dimension is not relevant for this topic.

• Confidential deliverables on supply-chain analysis, export-control reporting, roadmap and literature review to be provided to DG-DEFIS and HaDEA within six months of project start.

• Beneficiaries must guarantee supply and availability of developed products/processes to any EU entity at fair market conditions for up to four years post-project.

• Any intended transfer of ownership or exclusive licensing of results must be notified to and may be objected by DG-DEFIS and HaDEA up to four years after project end.
