Grant Description
This call funds research and innovation actions to mature critical space equipment (chip scale atomic clocks to target TRL6 and solar cells to target TRL5-6) and establish long-term, trustworthy EU-based or EU-approved supply chains. It addresses EU strategic autonomy by reducing dependencies on non-EU export-restricted technologies, ensuring unrestricted access for EU space missions, and enhancing competitiveness.

Funded areas

Scope Requirements

- Proposals must address only one technology area (Chip Scale Atomic Clocks or Solar Cells)
• Supply chain must be fully EU-based or, if partially non-EU, ensure the overall chain remains free of export-control vulnerabilities
• Demonstrate that the supply chain and final product are not subject to legal export restrictions (ITAR, EAR, or equivalent)
• Describe the technology development process established in the consortium to avoid non-EU export restrictions and assess supply-chain vulnerabilities
• Provide a high-level breakdown of the space-equipment supply chain to be used
• Identify any part of the supply chain affected by non-EU export controls and propose mitigation measures
• Include specific work-plan tasks and deliverables (confidential) due within 6 months, as detailed under Call Activities
• Ensure activities are complementary to existing national/EU initiatives, with clear description of complementarity
• Proposals must not include entities established in ineligible countries; any controlled by non-eligible states require approved guarantees
Additional Conditions for Applicants

Special Conditions

- Eligibility restricted to legal entities established in EU Member States, Norway, and Iceland
• Entities controlled (directly/indirectly) by non-eligible countries may participate only with guarantees approved by their country of establishment
• Entities assessed as high-risk suppliers (e.g. under communications restrictions) cannot submit guarantees
• Projects using satellite-based EO/positioning data must utilise Copernicus and/or Galileo/EGNOS services
• Confidential deliverables to DG-DEFIS and HaDEA within 6 months of start
• For up to four years post-project, beneficiaries must ensure supply and availability of developed products/processes to any EU entity at fair, reasonable market conditions without export restrictions
• Any intended transfer of ownership or exclusive licensing of results must be notified beforehand; the granting authority may object up to four years after project end
• Gender dimension integration is not relevant for this topic
