Grant Description
This call funds European teams to develop sustainable intermodal transport services for freight and passenger mobility using satellite data and space-based technologies. It addresses urban congestion, pollution, and inefficiencies in multimodal transfers by supporting feasibility studies and demonstration projects that integrate space assets into Mobility-as-a-Service solutions, advanced tracking, route planning, and infrastructure assessment.
Required Results for Successful Funding

Expected Outcomes

• Defined, validated business and technical cases for space-enabled intermodal transport services, ready for scale-up.

• Demonstrable reductions in urban congestion, vehicle emissions and modal shift to greener transport modes.

• Operational prototypes of demand-responsive and real-time tracking systems ensuring seamless multimodal transfers and enhanced passenger/goods safety.

• Pre-operational demonstration of continuous connectivity solutions in low-coverage areas and adverse weather adaptation.

• Digital Twins or other planning tools for infrastructure feasibility studies supporting new or upgraded intermodal nodes.

• Contributions to EU TEN-T corridor efficiency and Green Deal decarbonisation targets.

• Strengthened industry collaboration, standardisation frameworks and stakeholder networks for intermodal transport integration.

Scope Requirements

• Team composition: European consortia or single entities with business, technical and financial expertise.

• Eligible geographies: entities located in ESA Member States (Austria; Belgium; Czech Republic; Denmark; Estonia; Finland; France; Germany; Ireland; Italy; Hungary; Luxembourg; Netherlands; Norway; Poland; Portugal; Romania; Sweden; Switzerland; United Kingdom; Lithuania; Slovakia).

• Service focus: sustainable intermodal transport covering both passenger and freight modes, integrating at least two transport modes without handling goods during transfers.

• Value from space: clear use of satellite positioning/timing (GNSS), satellite communications, Earth observation data, or other space technologies to enable tracking, connectivity, environmental monitoring or route optimisation.

• Thematic alignment: environmental sustainability (emission reduction, congestion mitigation), efficiency and flexibility (real-time tracking, demand-responsive transport, Digital Twins), safety (continuous monitoring, secure handling, low-connectivity communication, weather adaptation).

• Regulatory alignment: support EU TEN-T objectives and Green Deal targets.

• Business viability: demonstrated market need, commercial feasibility, viable business model, stakeholder engagement.

• Compliance: GDPR and relevant safety/security regulations.
Additional Conditions for Applicants

Special Conditions

• National authorisations: before Full Proposal submission each partner must obtain a Letter of Authorisation from its National Delegation. Italian entities are exempt from contacting ASI.

• Ineligible geographies: teams entirely outside the listed ESA Member States are not eligible. Companies based in Greece, Spain or Canada are eligible only if the proposal includes a significant 5G component or addresses Safety and Security.

• Submission process: three sequential steps via the Open Space Innovation Platform (OSIP) and ESA-STAR: Activity Pitch Questionnaire; Outline Proposal (within 2 months of APQ acceptance); Full Proposal (within 4 months of OP invitation).

• Deadlines: Call opens 17 March 2025; Call closes 12 September 2025; proposals reviewed periodically—early submission encouraged.
