Scope Requirements

• Target Services: New digital solutions for the organisation, management and sustainability of Paris 2024, Milano Cortina 2026 and future Olympic/Paralympic Games.

• Lifecycle Coverage: Preparation phase, live-event operations (e.g. crowd management, emergency response, public safety, event logistics), and post-event infrastructure and data exploitation.

• Technical Robustness: Demonstrate proven maturity, integrity, reliability and rapid deployability for short-term implementations; longer-term projects must present a clear multi-event validation roadmap, using major sports events or Games editions as test-beds.

• Continuity & Learning: Plan for ongoing service use and iterative improvements across successive Games editions.

• Cross-Event Applicability: Where relevant, show adaptability to other major sports events beyond the Olympic context.

• Economic Viability: Include a cost-benefit analysis for both service providers and end-users (e.g. National Olympic Committees).

• Thematic Focus Areas (non-exhaustive): – Sustainability (green infrastructure, construction-site services, smart cities) – Smart Event Management (crowd & emergency management, public safety, logistics) – Fan Engagement platforms – Athlete performance monitoring, training optimization – Specific stakeholder use cases (Atos, Italian Taekwondo Federation, Swiss Timing).

• Eligibility: Companies domiciled in one of the following ESA Member or Associate Member States only: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Hungary, Ireland, Italy, Luxembourg, Netherlands, Norway, Poland, Portugal, Romania, Spain, Sweden, Switzerland, United Kingdom.

• National Delegation Liaison: Economic Operators must notify their National Delegations of intent to submit before Outline Proposal; authorisation from Delegations is mandatory before Full Proposal submission. (Italian entities are exempt from contacting ASI.)

• Submission Process: Three sequential steps with ESA-provided templates and potential consultation with an ESA Business Applications Ambassador; evaluation by ESA and external experts; Steering Board approval is required for project launch.

• Continuous Intake: Proposals accepted anytime until closing date; however, quarterly Steering Board meetings govern approvals.
