Grant Description
This call aims to scale up and demonstrate at pilot or demonstration scale the safe, sustainable, cost-competitive and circular production of high-bio-based-content polymers and co-polymers with market potential. Funded projects will unlock new applications and market sectors, improve sustainability, safety, circularity and social acceptance of bio-based materials, and support EU bioeconomy, zero pollution and industrial strategies.

Expected Outcomes

Successful projects will contribute to:
• Implementation of the EU Bioeconomy Strategy and Action Plan.
• Achievement of the EU Zero Pollution ambition under the Chemicals Strategy for Sustainability and Zero Pollution Action Plan.
• Support of the EU Industrial Strategy and Transition Pathway for the Chemicals Industry. Projects’ results are expected to deliver:
• A broader range of SSbD bio-based (co-)polymers meeting market requirements.
• Improved or novel material properties unlocking new applications and market sectors.
• Enhanced sustainability, safety, and circularity relative to selected benchmarks.
• Increased social acceptance of bio-based products in the transition to sustainable materials.
Funded areas

Scope Requirements

Proposals must:
• Demonstrate at end TRL 6-7 the production of bio-based (co-)polymeric structures with performance at least on par with fossil-based counterparts and/or exceeding bio-based benchmarks, including new functionalities where applicable.
• Address resource-efficiency measures to reduce process costs and improve sustainability (e.g. primary energy reduction, water recycling, (bio-)catalyst recycling, side-streams/by-products valorisation).
• Validate at minimum TRL 5 the incorporation of targeted (co-)polymer structures into end products that meet market requirements, ensuring processability and compatibility with downstream conversion routes in at least two application sectors.
• Exclude the development of bio-based composites as end products.
• Eco-design the polymeric structures and end products for sustainable End-of-Life, validate chosen EoL options at TRL 5, and address compatibility or propose adaptations to existing EoL frameworks (excluding landfilling and incineration).
• Include a dedicated task to apply and advance the EU SSbD framework, providing threshold criteria, assessment improvements, data-gap analysis, and priorities for data collection.
• Demonstrate complementarities with past and ongoing R&I projects (e.g. BBI-JU: BIOMOTIVE, EFFECTIVE, VEHICLE; CBE-JU: ELLIPSE, HICCUPS, PROMOFER).

• Type of Action: HORIZON-JU Innovation Action (HORIZON-JU-IA), single-stage, budget-based grant.
• Applications must use the updated Part B Application Form template (04/04/2025).
• Adhere to general admissibility, eligibility (Annex B), financial and operational capacity (Annex C), evaluation (Annex D/F), and legal/financial setup (Annex G) conditions of the Horizon Europe General Annexes and CBE JU AWP 2025 Section 2.2.3.1.
• Eligible participants per Horizon Europe rules, with specific provisions for non-EU/non-Associated Countries.
• Proposals will be evaluated against HE RIA/IA award criteria and thresholds.
• Model Grant Agreement: HORIZON-JU Action Grant.
• Deadline: single-stage submission by 18 September 2025, 17:00 Brussels time.
• Budget indicative: ~€7 million; ~1–2 grants expected.
