What is the Stand-off anti-submarine warfare engagement Call?

Grant Description
This call aims to define and plan a demonstration of a long-range maritime stand-off anti-submarine warfare engagement capability by investigating and optimising combinations of underwater sensor systems, delivery platforms and lightweight torpedo effectors. It addresses the need for surface warships to engage submarines and larger unmanned underwater vehicles beyond 40 nautical miles, reducing risk and time to market for the European defence industry and strengthening investment in innovative s...
Required Results for Successful Funding

Expected Outcomes

- Incentivisation of the European Defence Technological and Industrial Base (EDTIB) to invest in innovative stand-off ASW engagement capabilities.
• Reduction of development risk and time to market for new stand-off ASW solutions.
• Identification of cost-effective, flexible, lightweight VLWT/ULWT effectors and deployment platforms with minimal shipboard footprint.
• A comprehensive technology roadmap, draft concept architecture and a clear plan for demonstration and further development.
• Optimised sensor-to-effector configurations validated through simulation, including one alternative solution.
• Defined common functional requirements, scenarios and SOPs in collaboration with parent navies, supporting interoperability and NATO accreditation.
• Enhanced multi-domain ASW capability ready for transition to detailed design, prototyping and integration phases.
Funded areas

Scope Requirements

Proposals must deliver:
• A preliminary system design and demonstration plan for a stand-off ASW engagement capability, end-to-end from sensor to effector.
• Investigation of multiple sensor systems, delivery platforms (frigate-sized warships, large UxVs, helicopters, containerised launchers up to 20-foot) and effectors, targeting submerged submarines and larger UUVs at >40 nm.
• Conceptual definition of the most promising solution and one alternative, based on effectiveness, technological diversity and economic viability.
• Thorough technology and product survey, simulation-driven concept evaluation, and a plan for progressing to a full-fledged capability.
• Evidence of complementarity and avoidance of duplication with existing cooperation projects.
Functional requirements:
• Deployable 24/7, day/night, in non-favourable environmental conditions.
• Installable on missile-launching systems in accordance with applicable NATO standards; VLS solutions compatible with current and future standards.
• Interoperable sensor-to-effector chain with Combat Management Systems and secure, resilient communications.
• Ranges exceeding the submarine’s effective weapon range (>40 nm).
• Accreditable according to NATO standards.
