What is the Standardisation landscape analyses tool (CSA) Call?

Grant Description
This call aims to develop a comprehensive open-access information tool mapping the standardisation landscape, including a search function for national, European and international standards and mechanisms for automated updates, to help research and innovation actors integrate state-of-the-art standards into project planning, enhance compliance with legal frameworks, avoid duplication, and improve market relevance and scalability of R&I results.

Expected Outcomes

An accessible, user-friendly information tool offering a searchable, up-to-date landscape map of standardisation deliverables at national, European and international levels; enhanced valorisation mechanisms that improve the market relevance, scalability and regulatory compliance of R&I results; increased integration of standards as key state-of-the-art inputs in research planning; reduced duplication through alignment of standards development with international, EU and industry consortia; and strengthened capacity of R&I actors to leverage standardisation for policy, legal and market objectives.

Scope Requirements

The proposal must: develop a comprehensive, open-access tool covering national, European and international standards; include a robust search instrument for standardisation deliverables; implement automated update mechanisms to keep the database current; align standards development with EU policies (e.g. AI & Data Act), international organisations and industrial consortia to promote interoperability and global market access; address fragmentation and duplication in existing standardisation processes; facilitate use of standards as state-of-the-art inputs in R&I planning; involve a consortium of experts representing industry, academia and standard development organisations; and ensure interoperability, usability and long-term sustainability.

Special Conditions

Single-stage submission under Horizon Coordination and Support Actions [HORIZON-CSA] with a lump sum grant model (HE-AG-LS); proposal page limits and layout per Work Programme General Annexes (Annex A/E) and Submission System; eligibility of participants per General Annexes (Annex B) and Programme Guide; evaluation criteria, scoring and thresholds per General Annexes (Annex D) and evaluation process per Annex F; financial capacity and exclusion rules per Annex C; legal and financial set-up governed by the 7 July 2021 Lump Sum Decision and Model Grant Agreement; applicants must select the relevant destination from the 2025 Work Programme Part 7 and address its expected impacts; use standard application and evaluation forms (HE CSA); compliance with EU standardisation strategy, Green Deal, Digital Decade and Economic Security Strategy; involvement of CEN-CENELEC and ETSI Research Helpdesks for IPR and standardisation guidance.
