What is the Strategic Integrated Projects - Environment Call?

Grant Description
Support for Strategic Integrated Projects aiming at the full implementation of approved national or regional plans and strategies in circular economy, waste, water, air and noise. Projects will catalyse processes, mobilise additional commitments and funding, involve key stakeholders, and build strategic capacities to ensure long-term sustainability and full implementation of the targeted plans.

Expected Outcomes

• By project end: – A substantial contribution to the targeted plan/strategy through completed strategic actions – Established governance and operational mechanisms to drive the plan/strategy to full execution
• After project completion: – Full implementation of the targeted plan/strategy achieved (or clearly on track to completion)
• Measurable impacts as defined under the ‘Impact’ award criterion: – Applicants must quantify and explain expected environmental, resource-efficiency or public-health benefits.
• Mobilisation of supplementary commitments and funding beyond the SIP grant to cover complementary measures.
• Strengthened coordination and cooperation among EU, national and private funders and stakeholders.
• Enhanced strategic capacities within competent authorities and stakeholder networks for long-term sustainability.
• Demonstrated ability of authorities/stakeholders to function as co-deliverers of the plan/strategy during and after the SIP phases.

Scope Requirements

• Target one or more officially approved national/regional plans or strategies listed under the Objective section; each plan must include specific, measurable actions or targets with clear timelines.
• SIPs must aim at full implementation of the targeted plan/strategy over time, even if the SIP does not enact every action or achieve full implementation within its lifetime.
• Include strategic, high-impact actions that initiate processes and mobilise supplementary funding/commitments leading to full plan implementation.
• Coordinate with and mobilise other Union, national or private funding sources for complementary actions (preference to EU funds); within the SIP grant itself, no co-funding from other EU sources is allowed.
• Demonstrate active involvement of main stakeholders (public authorities, private sector, NGOs, etc.) in project design and execution, via associated beneficiary roles or structured participation.
• Build strategic capacities in competent authorities and stakeholders to ensure long-term sustainability and their ability to co-deliver the plan/strategy during and post-SIP.
• Implement via a revolving programming mechanism structured in sequential phases (Phase 1, Phase 2, etc.), each normally lasting ≥3 years (shorter phases allowed if well justified).

1. Admissibility:
• Proposals must respect the page limits and layout rules in Section 5 of the call document and Part B of the online Application Form. 2. Eligibility:
• Applicants and activities must comply with eligible countries and conditions in Section 6. 3. Operational & financial capacity:
• Demonstrate sufficient financial and operational capacity; exclusion criteria apply as per Section 7. 4. Evaluation & award:
• Submission and evaluation procedures under Section 8 and the Online Manual.
• Award criteria, scoring and thresholds detailed in Section 9; applicants must address the ‘Impact’ criterion by defining, calculating and justifying expected impacts.
• Indicative evaluation and grant signature timeline in Section 4. 5. Legal & financial set-up:
• Grants governed by LIFE Regulation 2021/783, EU Financial Regulation 2024/2509 and LIFE Model Grant Agreement (MGA). 6. Co-funding restriction:
• SIP grant co-funding may not come from other EU funding sources. 7. Two-stage submission:
• Stage 1 deadline: 04 Sept 2025, 17:00 (Brussels)
• Stage 2 deadline: 05 Mar 2026, 17:00 (Brussels) 8. Mandatory use of call-specific templates:
• Standard application form, detailed budget table, complementary funding plan/declaration, implementation overview, etc.
