What is the Strategic Nature Projects Call?

Grant Description
Supports the full implementation of EU nature and biodiversity plans and strategies by funding Strategic Nature Action Plans (SNAPs) that catalyse commitments, mobilise additional funding, build strategic capacities, involve key stakeholders, and deliver conservation and restoration measures to ensure long-term application of policy targets.

Expected Outcomes

By project end:
• Substantial contribution to implementation of the targeted plan/strategy.
• Mechanisms established to ensure full implementation of the plan/strategy.
After project:
• Full implementation of the targeted plan/strategy.
Applicants must define, calculate, explain and achieve expected impacts according to the Award criterion “Impact.”
Additional outcomes:
• Mobilisation of supplementary commitments and funding from multiple sources.
• Strengthened institutional capacities and stakeholder networks for sustained co-delivery.
• Execution of concrete conservation and restoration measures.
• Adoption of necessary policy or fund-rule changes to remove barriers.
• Establishment of adaptive governance frameworks via phased programming to secure long-term sustainability.
Funded areas

Scope Requirements

Target plans/strategies must be one of:
• Prioritised Action Frameworks (PAFs) under Article 8 of the Habitats Directive (92/43/EEC).
• National restoration plans under Article 14 of Regulation (EU) 2024/1991.
• Other international, national, regional or multiregional nature/biodiversity plans intrinsically linked to EU nature/biodiversity policy, with specific measurable actions/targets, clear timeline and budget.
SNAP must:
• Not necessarily cover all actions of the plan/strategy or ensure full implementation within project lifetime, but include strategic actions to catalyse the process and mobilise supplementary commitments leading to full implementation.
• Promote coordination and mobilisation of other relevant Union, national or private funding outside the SNAP (no Union co-funding within SNAP itself).
• Actively involve main stakeholders in design and implementation, ideally as associated beneficiaries or through active participation in SNAP and complementary actions.
• Build strategic capacities among authorities and stakeholders for long-term sustainability and co-delivery of the plan/strategy post-SNAP.
Programme of actions shall include:
• Institutional support and capacity building actions.
• Mobilisation and coordination of additional finance for complementary actions (especially from other EU instruments).
• Where necessary, concrete conservation/restoration measures and policy or fund-rule adaptations.

Special Conditions

Submission model: two-stage; opening 24 April 2025; deadlines 04 September 2025 and 05 March 2026 (17:00 Brussels time).
Proposal page limits and layout as per section 5 of call document and Part B of Application Form.
Eligibility of countries and participants per section 6; financial/operational capacity and exclusion per section 7.
Evaluation and award processes per sections 8–9; indicative evaluation/grant agreement timeline per section 4.
Legal and financial grant setup per section 10; compliance with LIFE Regulation 2021/783, EU Financial Regulation 2024/2509, Model Grant Agreements and related rules.
Co-funding within SNAP may not originate from other Union funding sources.
Phased implementation: each phase normally ≥3 years (shorter if justified).
Mandatory involvement of National Contact Points and access to IT helpdesk and online manual for submission support.
