What is the Strengthening of the European Science for Policy Ecosystem Call?

Grant Description
Provides funding to coordination and support actions to develop and strengthen a European Science for Policy ecosystem by nurturing a community of practice, supporting a network of Science for Policy correspondents, creating an observatory of practices, convening stakeholders for thematic dialogues, and producing public outputs such as policy briefs, factsheets and toolkits to promote evidence-informed policymaking across sectors and governance levels.

Expected Outcomes

• A more robust and interconnected European S4P ecosystem that better supports evidence-informed policymaking across sectors and governance levels.
• Increased connectivity among S4P actors and networks, enhancing interactions, mutual learning, collaboration, capacity building and promotion of S4P practices, while strengthening pan-European and international ecosystems.
• Mainstreaming of S4P approaches in national R&I policy institutions at all governance levels through coordinated efforts and mutual learning.
• Further development and widespread adoption of the Science for Policy concept among stakeholders, via identification of best practices, guides and frameworks at different governance levels and thematic sectors.

Scope Requirements

• Integrate the best available scientific evidence, knowledge and expertise into policymaking across EU, national and subnational levels.
• Further develop the concept of Science for Policy and improve cross-cutting integration of evidence in public policies.
• Advance and strengthen the European S4P ecosystem across sectors and governance levels.
• Promote collaboration among networks and stakeholders; identify and exchange best practices and foster mutual learning.
• Implement the five core activities described under Call Activities Description.
• Adopt a multi-actor approach with disciplinary and geographical diversity and gender-sensitive methods.
• Demonstrate prior experience in S4P and in organising and facilitating participatory multi-actor processes and events.
• Capitalise on existing Commission S4P initiatives (e.g., Mutual Learning Exercise “Bridging the Gap…”, JRC work on competencies, capacity building) and other relevant frameworks (Guiding Principles for Knowledge Valorisation).
• Ensure complementarity with JRC support and public administration reforms under the Technical Support Instrument.
• Project duration must not exceed 3 years.

Special Conditions

• Type of action: Horizon Europe Coordination and Support Action (HORIZON-CSA), HORIZON Action Grant (budget-based).
• Submission: single-stage; opening 15 May 2025; deadline 18 September 2025, 17:00 Brussels time.
• Budget envelope for topic ERA-01: €26 000 000; individual grants of €1 500 000–2 000 000; indicative number of grants: 13.
• Consortium must include at least three independent legal entities, each established in a different Member State or Associated Country, with at least two in Member States.
• Eligible countries per Work Programme General Annex B; JRC may participate as a beneficiary.
• Admissibility, eligibility, exclusion, evaluation, award criteria and procedures, legal and financial rules as described in Horizon Europe Work Programme General Annexes A–G and online manuals.
• Proposal page limits and layout per Annex A/E and Part B of the Application Form.
• Applicants must comply with the Horizon Europe Model Grant Agreement and related annotated documents and templates.
