Required Results for Successful Funding

Expected Outcomes

1. Enhanced public awareness and understanding of how the Holocaust was perpetrated (actors, collaborators, bystanders, saviours, Righteous Among the Nations), including pre- and immediate post-war context. 2. Strengthened capacity of teachers, policy-makers, students, journalists, newcomers and migrants to recognise and counter Holocaust denial, distortion, trivialisation, inversion and inappropriate conflations (e.g. with Middle East conflict). 3. A network of active Young European Ambassadors promoting a shared European memory of the Shoah across regions, reconciling divergent national narratives. 4. Digitally preserved and widely accessible collections of survivor testimonies and historical materials used in education and training. 5. Sustained grassroots commemorative initiatives and community-driven memory activism at local and transnational levels. 6. Measurable reduction in public expressions glorifying Nazism and neo-Nazi demonstrations in participating countries. 7. Increased provenance research outputs on looted art, fostering mutual learning and awareness on cultural restitution. 8. Marked International and national Holocaust remembrance days with high levels of inclusive citizen participation. 9. Consolidated cross-border cooperation among memorial sites, academic institutions, civil society and media to safeguard Holocaust memory and combat antisemitism.
Funded areas

Scope Requirements

1. Applicant consortia: lead applicant + at least two beneficiaries from two different eligible Programme countries (see Call document §6). Public and private legal entities are eligible. 2. Projects must address this single topic (CERV-2025-CITIZENS-REM-HOLOCAUSTJEW) only. 3. Target groups must be direct participants (minimum 25 participants from at least one eligible country per in-situ event; parameters for online events as per lump sum calculator). 4. Participants must be residents of eligible Programme countries; events may take place in any eligible country. 5. Proposals must consist of up to 70 pages (Part B) in the prescribed layout (Arial ≥9 pt), without deleting template instructions. 6. Budgeting via the mandatory Lump-Sum Budget Calculator: one work package = one event/lump sum, calculated on number of participants, number of countries involved and event type. Totals must match Part A. 7. Child protection policy required if minors (<18 yrs) are involved; no policy needed for participants aged 18–29. 8. Compliance with financial/operational capacity, exclusion criteria (§7), and legal & financial set-up (§10) of the Call document. 9. Timeline: opening 19 June 2025; submission deadline 1 October 2025, 17:00 Brussels time; evaluation Oct 2025–Mar 2026; grant signature Apr–Jul 2026.

Special Conditions

– Lump sum funding: beneficiaries receive fixed amounts per event; no unit costs or reimbursement of actual costs. – Direct participants may be counted only once per event (no double counting). – Proposals must not address more than one CERV topic; separate submissions are required for additional topics. – Mandatory use of the Lump-Sum Calculator to derive the budget; the resulting total must exactly match the amount in Part A. – Events/work packages must ensure ‘active participation’ of the target group throughout the activity. – Letters of support are optional; no binding template. – Proposals and annexes may be submitted in any official EU language; abstracts/summaries must be in English. – Formatting (page limits, fonts, layout) strictly enforced; exceeding pages are blanked. – Participants’ country count based on residency, not nationality. – All activities must respect the Council Framework Decision on combating racism and xenophobia (e.g. prohibition of Holocaust denial and gross trivialisation). – Applicants must register and submit via the Funding & Tenders Portal, confirming the correct call entry point (CERV-LS / CERV-AG-LS).
