Grant Description
Projects strengthening the remembrance of non-Jewish victims of the Holocaust (including Roma and LGBTIQ people) and other twentieth century European genocides, war crimes and crimes against humanity through education, research, digitalisation, artistic and grassroots memory activism, countering denial and distortion, fostering intergenerational dialogue and civic engagement to reinforce democracy and shared European culture of remembrance.

• Reinforced democratic resilience through an informed public aware of the causes and consequences of genocide, war crimes and crimes against humanity.

• Prevention of recurrence of atrocities by educating new generations on fundamental rights, human dignity, freedom, equality and the rule of law.

• A stronger, common European culture of remembrance that includes Roma and LGBTIQ experiences.

• Enhanced civic engagement and mutual learning across generations, nationalities and newcomer communities.

• Counteraction of hate-based phenomena (racism, xenophobia, antigypsyism, LGBTIQ-phobia) through accurate historical narratives and memory activism.

• Creation and dissemination of innovative educational tools, digital resources and artistic outputs to sustain long-term memory work.

• Established networks of memory activists and educators facilitating grassroots commemorative work and inter-regional cooperation.

• Better integration of Roma and LGBTIQ histories into formal and non-formal curricula, policy recommendations and public discourse.
Funded areas

Scope Requirements

• Focus exclusively on non-Jewish victims of the Holocaust (Roma, Sinti, LGBTIQ) and other 20th-century European genocides, war crimes and crimes against humanity (excluding the Jewish Holocaust, covered under Topic 2).

• Address how these atrocities were organised, the roles of perpetrators, collaborators and bystanders.

• Propose inclusive, participatory and enabling learning environments for learners of all ages, with special attention to youth.

• Counter distortion, denial, trivialisation, falsification and memory competition, including divergent national narratives.

• Integrate Roma and LGBTIQ histories and memory into broader European narratives, in line with the EU Roma Strategic Framework and Council Recommendation.

• Engage newcomers and migrants to foster a shared understanding of EU values.

• Use participatory, artistic, digital and grassroots methods to promote memory activism.

• Comply with programme rules: one single-stage submission; maximum 70 pages (Part B); use mandatory lump sum calculator; involve eligible countries; respect financial and operational capacity requirements; observe evaluation and award criteria, scoring and thresholds; meet all admissibility, eligibility and exclusion criteria as described in sections 5 to 7 of the Call document.

Special Conditions

• Lump-sum funding model: budgets calculated via the mandatory lump sum calculator based on participation, number of countries and event types (in-situ or online).

• Budget total from the calculator must match Part A of the proposal.

• Maximum proposal length: 70 pages (Part B).

• Single-stage submission by 1 October 2025, 17:00 Brussels time, via the Funding & Tenders Portal (select CERV-LS/CERV-AG-LS).

• Eligibility of applicants and activities as per section 6; financial and operational capacity and exclusion as per section 7.

• Evaluation procedure, award criteria and thresholds in sections 8 and 9; indicative timeline in section 4.

• Use of Model Grant Agreement for lump sums (MGA CERV-AG-LS).

• Attendance at optional online info session (30 June 2025) recommended; registration by 27 June.

• Consultation of call document, annexes, application templates, work programmes, regulations and portal manuals mandatory.
