This call supports innovation actions to prevent and eliminate hazardous emissions from bio-based industrial processes and products. Required Results for Successful Funding

Expected Outcomes

• Deployment of safe and sustainable by design bio-based industries and products, accelerating de-fossilisation and climate neutrality of EU industrial systems.

• Increased awareness among all stakeholders of bio-based value chains (public procurers, research centres, industries, administrations, consumers) about releases of hazardous and emerging pollutants and persistent bioaccumulative substances from bio-based processes and products.

• Improved knowledge and uptake by bio-based industry operators and customers of safe and sustainable bio-based alternatives, leading to reduced hazardous substance use and healthier air, water and soil environments.
Funded areas

Scope Requirements

Proposals must:

• Exclude food/feed, biofuels and bioenergy from the scope.

• Prevent hazardous emissions at source to meet 2030 pollution reduction targets under REACH, ESPR, Batteries Regulation and related legislation.

• Track and quantify SVHCs, emerging pollutants and persistent bioaccumulative substances from selected bio-based materials/products and from industrial bio-based systems across all life phases.

• Evaluate exposure of end users (integrating sex/gender analysis and vulnerability considerations).

• Conduct a full risk assessment of emissions, evaluating ecosystem and biodiversity impacts.

• Identify, develop and improve safe and sustainable by design bio-based and circular solutions to substitute hazardous substances in both processes and products, with no pre-defined number of solutions.

• Assess and report the reduction in hazardous emissions achieved through proposed substitutions.

• Compile and share recommendations and best practices for safe-by-design substitution.

• Include a dedicated task for cross-project methodology and findings dissemination.

• Collect and analyse outcomes from prior and ongoing EU projects (including Circular Bio-based Europe JU).

• Optionally refer to INCITE for large-scale industrial depollution.

• Encourage and structure citizen science under expert supervision.

• Ensure effective SSH contribution (especially citizen social science, gender studies) and adopt a multi-actor, international cooperation approach.
Additional Conditions for Applicants

Special Conditions

• Two-stage submission under a blind evaluation pilot for first-stage proposals (no identifiable information in abstracts/Part B).

• Admissibility, eligibility, evaluation, financial and operational conditions as per Horizon Europe General Annexes A–G and Work Programme Part 14.

• Proposals must select and address one of seven Work Programme destinations (here: Clean environment and zero pollution) and align with its description and expected impacts.

• Page limits, layout and MGA templates defined in the Submission System and HE Programme Guide.

• Compliance with Horizon Europe Rules for Legal Entity Validation, LEAR appointments, financial capacity checks.

• Use of specified application/evaluation form and model grant agreement (HORIZON-AG Budget-based).

• Encouraged cooperation with national Contact Points, Enterprise Europe Network, IPR Helpdesks, standardisation bodies and IT Helpdesk support.
