Expected Outcomes

- Vacant and under-utilised spaces in buildings and other physical environments are easier to map, enabling more informed and effective decision-making.
• Built environment professionals (real estate actors, urban planners, designers) gain a deeper understanding of sufficiency measures, their non-technical barriers, and their environmental, economic and social impacts.
• Validated sufficiency measures, grounded in circular economy principles, achieve an absolute reduction in demand for energy, raw materials, land, water, floor space and other resources, while extending the lifecycle of spaces, buildings and infrastructures.
Funded areas

Scope Requirements

- Test and validate an approach to map and quantify vacant and under-utilised physical spaces with high sufficiency potential.
• Test and validate a minimum of two sufficiency measures that optimise, repurpose or expand space functionality.
• Implement field tests of the sufficiency measures in at least three neighbourhoods (urban, peri-urban, rural) across a minimum of three Member States or Associated Countries.
• Quantify the absolute reduction potential in demand for floor space and resources (energy, raw materials, land, water).
• Propose and validate solutions to non-technical barriers (e.g. regulatory, social acceptance) to enable sufficiency measures.
• Follow a participatory and transdisciplinary methodology, integrating multiple actors (public authorities, local communities, private owners) and disciplines (architecture, design, engineering, arts, SSH).
• Ensure meaningful SSH contribution to enhance societal impact.
Additional Conditions for Applicants

Special Conditions

- Projects must allocate at least 0.2% of their total budget to share intermediate and final findings with the Coordination and Support Action 'New European Bauhaus hub for results and impact' (HORIZON-MISS-2024-NEB-01-03).
• Effective involvement of Social Sciences and Humanities (SSH) experts and institutions is mandatory.
• Proposals must adopt a participatory, transdisciplinary approach engaging public authorities, local actors, civil society, private owners and multiple academic and professional disciplines.
• Geographic coverage requirement: at least three neighbourhoods in urban, peri-urban and rural settings across a minimum of three Member States or Associated Countries.
• Submission is single-stage via the Horizon Europe Funding & Tenders Portal; proposals must adhere to page limits, layout and eligibility conditions as per General Annexes.
