Scope Requirements
• Innovation maturity: all aspects of TRL 4 completed (technology validated in lab)
• Market potential: credible plan to reach application and market entry within 2–3 years from project start
• IP position: demonstrable ownership or control of necessary IP rights ensuring freedom to operate
• Commercialization roadmap: clear vision and strategy with specific milestones and KPIs
• Growth ambition: company commitment and capacity to scale up rapidly
• Gender dimension: applications from women-led companies are particularly encouraged
• Geographical/relocation criterion: for companies currently in an EU Member State or Horizon Europe Associated Country, a clear intention to relocate or return the company to Ukraine whenever feasible
Special Conditions
• Budget and grant size: total topic budget €20 000 000; individual grants between €300 000 and €500 000
• Submission modality: single-stage call; electronic submission via Funding & Tenders Portal
• Key dates: call opening 12 August 2025; deadline 26 November 2025 at 17:00 Brussels time
• Compliance: applicants must adhere to Horizon Europe rules, use the Online Manual, Programme Guide, Portal FAQs, and relevant helpdesks (IT, IPR, standards)
• Relocation expectation: for eligible applicants, clear plan to relocate back to Ukraine
• Encouragement of diversity: priority attention to women-led teams, but open to all qualifying startups
