What is the Support of the new EU renewable and low carbon fuel ecosystem for waterborne transport Call?

Grant Description
This Coordination and Support Action will accelerate the deployment of renewable and low carbon fuels in waterborne transport by providing project development support to at least twenty proposals, creating an analytical financial modelling tool, conducting workshops with financial institutions and stakeholders to improve market uptake and access to capital, and disseminating best practices to policymakers and industry.
Required Results for Successful Funding

Expected Outcomes

• Creation of relevant business models enabling fuel producers, infrastructure developers and bunkering operators to accelerate renewable and low-carbon fuel deployment in waterborne transport.

• Improved competitiveness of EU fuel producers in renewable and low-carbon fuel markets for maritime applications.

• Significant increase in the number of pipeline projects supported across EU programmes, national/regional schemes and international initiatives.

• Development of a diverse portfolio of scientifically sound, mature project proposals for GHG-reducing technologies, aligned with EU climate targets and the Fit for 55 package.

• Added value creation and enhanced competitiveness within the EU waterborne transport fuel ecosystem.
Funded areas

Scope Requirements

Proposals must build on and go beyond previous EU and EIB initiatives (Fuel EU Maritime, RLCF Alliance, ETS revenues for shipping, Hydrogen Bank calls, Global Gateway Green Shipping Corridors studies, advanced biofuels capacity-building studies, Innovation Fund synergies) and address all of the following:
1. Project development support
– Assist ≥20 proposals across multiple funding instruments
– Coordinate with existing EU assistance providers (e.g. EIB Advisory)
– Implement a competitive selection process prioritising RLCF Alliance Pipeline and/or Global Gateway
– Define and monitor KPIs linked to additional projects and activities
2. Analytical financial tool
– Enable modelling of project business cases and identification of key economic drivers and barriers
– Cover renewable and low-carbon fuels for waterborne transport with wide EU geographical coverage
– Integrate results from RLCF Alliance Roundtable 4
– Analyse industrial competitiveness aligned with RED, Fuel EU Maritime and ETS, including external risk factors
– Assess scalability (production, transport, distribution, port supply security), Well-to-Wake GHG savings, vessel parameters and cost transparency
– Identify and exploit synergies between RFNBOs and advanced biofuels pathways
3. Workshops/trainings
– Collaborate with RLCF Alliance to design and run sessions for financial institutions and waterborne stakeholders
– Emphasise capital access for high-risk demonstration projects and share best financing practices
4. Dissemination
– Target policymakers, industry and civil society via tailored communication and outreach activities

• Funding mechanism: Lump sum grants under Horizon Europe Simplified Costs Decision (07 July 2021).

• Proposal format: Page limits and layout as per Work Programme Annex A/E and Application Form Part B.

• Eligibility: Countries listed in Work Programme Annex B; non-associated third-countries may require specific national provisions.

• Financial and operational capacity: Must comply with Work Programme Annex C and LEAR/Financial Capacity procedures.

• Evaluation: Award criteria, scoring and thresholds per Annex D; submission and evaluation process per Annex F; indicative timeline per Annex F.

• Duplication avoidance: Coordinate with existing EU project assistance schemes (e.g. EIB Advisory).

• Confidentiality: Individual project proposals supported are not public deliverables.

• MGA and templates: Use HE CSA Lump Sum Model Grant Agreement and standard application/evaluation forms.
