Expected Outcomes
• Consolidation and agreement on expected performance contributions (EPC) across the SESAR programme.
• Provision of a yearly consolidated ECAC network-level view of the performance impact of future ATM concepts and SESAR solutions, integrating individual solution benefits and the combined network performance of all available SESAR solutions.
Scope Requirements
• Architecture modelling framework support and performance management activities in line with the baselined SESAR Performance Framework (SPF) and aligned to the ATM Master Plan and SES reference period.
• Reconciliation and mapping of R&I project performance assessments against Master Plan performance ambitions.
• Aggregation of individual SESAR solution performance benefits into an ECAC-wide network performance view through simulation.
• Delivery of yearly programme performance reports and final PAGAR campaign consolidating all performance results.
• Activities executed upon explicit request of the SESAR 3 JU and in coordination with SESAR JU programme management teams.
• Use of standardized templates, methodologies and simulation tools as defined by the SESAR performance framework.
Special Conditions
• Single-stage submission; deadline 16 September 2025, 17:00 Brussels time.
• Maximum duration: 36 months; funding rate: 70% for all beneficiaries; eligible costs on a lump-sum basis per Decision of 7 July 2021.
• Additional dissemination obligations: royalty-free, timely sharing of all relevant results with other grants under the call; include obligations in the proposal and Annex I of the grant agreement.
• Additional exploitation obligations: results must be made available under fair, reasonable, non-discriminatory conditions via a trusted repository; non-exclusive royalty-free licences for standardisation; mutual access arrangements for linked actions.
• Linked actions: HORIZON-SESAR-2022-DES-IR-01 and HORIZON-SESAR-2022-DES-ER-01 require a collaboration agreement.
• No mandatory gender dimension.
• Eligibility, admissibility, evaluation, financial/operational capacity and exclusion criteria per Horizon Europe General Annexes.
• Call subject to restrictions for protection of European communication networks.
• Evaluation weighting: Excellence 40%, Impact 40%, Implementation 20%.
