Required Results for Successful Funding

Expected Outcomes

• A consistent SESAR architecture design (and modelling, where necessary) tightly integrated across the programme.

• Regulatory frameworks for Future Common Projects that support synchronised and harmonised roll-out of Strategic Deployment Objectives (SDOs) at European level.

• Active involvement of the ATM workforce through professional staff in deployment planning, training and engagement, ensuring social acceptance of SDO-driven changes.

• Accelerated market deployment of priority SDO elements by a critical mass of early movers.

• Enhanced technical coordination by SESAR 3 JU with key stakeholders (EASA, SDM, EUROCAE, EDA, CNS Programme and Network Managers) and improved strategic-level reporting to the Governing Board on prioritised deployment activities.

• Full alignment of EASA’s European Plan for Aviation Safety (EPAS) and its standardisation framework with the priorities and timelines of the European ATM Master Plan.

• Co-ordination and synergy among SES policy instruments from Reference Period 4 to promote investments in SDOs.

• Recognition of ATM functionalities requiring global harmonisation in the ICAO Global Air Navigation Plan (GANP), promoting adaptation of the global regulatory framework to European SDO priorities.

Scope Requirements

• Deployment activities supporting the ATM Master Plan and technical support to SESAR architecture (taxonomy maintenance, content integration analysis).

• Upon explicit SESAR 3 JU request: maintain and, if justified, extend architecture modelling methodology and framework.

• Monitor and analyse consistency/coherency of architecture modelling, applying the agreed DES IR 1 methodology (project AMPLE-3) and SESAR project handbook.

• Monitor and report architecture progress at programme level, liaising with each SESAR 3 JU programme management team to consolidate SESAR Solution architectures.

• Support monitoring of R&I programme performance on key ATM Master Plan dimensions (TBO, dynamic airspace, automation levels).

• Contribute to maturity gate reviews to confirm robustness of performance benefits and alignment with ATM Master Plan vision and target architecture.

• Support reporting of deployment activities in industrialisation and implementation phases, including standardisation, certification, and operational roll-out.

• Lead and deliver the annual strategic deployment monitoring report covering voluntary and mandatory deployments, with clear linkages to the performance scheme and investment monitoring mechanisms.

• Encourage market uptake: maintain SESAR Solutions catalogue, website updates, and communicate deployment priorities; produce deployment guidance focusing on human and organisational dimensions.

• Support cost-benefit analysis: maintain consolidated SDO CBAs, perform focused assessments, network impact simulations, and integrated operational simulations.

• Maintain coordination between standardisation/regulatory requirements and the EASCG/EUSCG rolling plans.

• Provide additional SESAR 3 JU-mandated strategic planning and monitoring activities: airspace architecture studies, Common Project proposal definitions, SRIA updates, ICAO ASBU alignment, performance impact plan preparation, ATM Master Plan update support.
Additional Conditions for Applicants

Special Conditions

• Action type: HORIZON-JU Coordination and Support Action under Horizon Europe; lump sum grant (HORIZON-AG-LS).

• Funding rate: 70% of eligible costs; lump sum contributions as per 7 July 2021 Decision.

• Maximum project duration: 36 months.

• Admissibility and eligibility per Horizon Europe WP General Annexes (Annexes A, B, C, E).

• Call restrictions for protection of European communication networks.

• Evaluation criteria and weighting: Excellence 40%, Impact 40%, Implementation 20%.

• Additional dissemination obligations: proactive, royalty-free sharing of relevant results among grants under the same call; must be acknowledged in proposal and Grant Agreement Annex I.

• Additional exploitation obligations: make relevant results available under fair, reasonable and non-discriminatory conditions via a trusted repository; non-exclusive royalty-free licensing for standardisation-related results; mutual access to background and results of linked actions (HORIZON-SESAR-2022-DES-IR-01 and DES-ER-01) with a required collaboration agreement.

• Gender dimension integration is encouraged but not mandatory.

• Applicants must comply with lump sum MGA model and call-specific instructions.
