What is the Support to the EDF National Focal Points (NFP) network Call?

Grant Description
This coordination and support action aims to strengthen the network of European Defence Fund National Focal Points by facilitating trans-national cooperation, sharing best practices, improving support services (information, advice, training), fostering matchmaking for consortia formation, and enhancing cooperation with the Enterprise Europe Network and other relevant networks to maximise the competitiveness and innovation capacity of the EU defence industry.

Expected Outcomes

- Enhanced overall functioning, coherence and competence of the EDF-NFP network
• Increased impact of the EDF in boosting the competitiveness and innovation capacity of the EU defence industry and in developing key future technologies
• Strengthened cross-border collaboration and improved coordination of EDF-NFP activities across multiple Member States and Associated Countries
• Continuous improvement of individual EDF-NFP services for all stakeholders involved in EDF participation
• More effective matchmaking leading to stronger, trans-national consortia in EDF calls
• Closer cooperation between EDF-NFPs and the Enterprise Europe Network as well as other relevant networks, expanding reach to civilian R&D actors and industry associations
Funded areas

Scope Requirements

- Include coordination and support activities aimed at rapidly transferring EDF-related know-how among NFPs in EU Member States and Associated Countries
• Exclude subcontracting of key project tasks (project management and organisation of trainings)
• Budget may cover travel costs for EDF-NFPs not formally in the consortium to participate in trainings and exchange activities
• Provide a detailed management plan proportionate to the project’s size and complexity
• Deliver NFP-organised joint trainings to enhance service quality and share best practices
• Implement twinning arrangements (in-person or virtual) for peer learning among NFPs
• Produce digital and printed information/promotional materials on EDF participation services
• Organise cross-border matchmaking events at defence fairs and national info days
• Establish a dedicated website with service overviews, event listings, EDF introduction, and partner-search functionality
• Develop methodologies for engaging the Enterprise Europe Network
• Engage with relevant industry associations and Horizon Europe NCP networks to raise EDF awareness
• Define measurable deliverables and milestones covering all activities

Special Conditions

- Single-stage submission; opening 18 February 2025; deadline 16 October 2025, 17:00 Brussels time
• Indicative budget: EUR 2,000,000 for 2025; one grant expected
• Admissibility: comply with page limits and layout rules (section 5 of the call document and Part B of the application form)
• Eligibility: entities established in countries listed in section 6 of the call document; other eligibility conditions also apply
• Financial and operational capacity and exclusion criteria per section 7 of the call document
• Evaluation and award procedures, criteria, scoring and thresholds per sections 8 and 9; indicative timeline per section 4
• Grant legal and financial setup under the EDF, ASAP and EDIRPA Model Grant Agreements and EU Financial Regulation
• Key project tasks (management and training organisation) must not be subcontracted
• Consortium may cover costs for non-consortium EDF-NFPs to participate in activities
