• A robust impact assessment of ESFRI’s activities and strategy.

Scope Requirements

The project must:
• Provide dedicated administrative support to the ESFRI Chair and Executive Board.
• Support ESFRI working groups and bodies in carrying out all listed activities (Roadmap, analysis, evaluation, monitoring, communication, outreach, cooperation, impact assessment).
• Engage external expertise for evaluation, monitoring and analytical tasks.
• Deploy appropriate ICT and analytical tools for effective monitoring and evaluation of research infrastructures.
• Implement and deliver the ESFRI communication and outreach strategy, including event organisation.
• Foster cooperation among research infrastructures, their managers, stakeholders and funding bodies at EU and national levels.
• Ensure cooperation with ERA-related initiatives, EOSC and other relevant European/international stakeholders via the Stakeholder Forum.
• Organise a sufficiently flexible workplan with an agreed mechanism with ESFRI to adjust activities throughout the project.
• Ensure all software developed is open source, licensed under a CC0 public domain dedication or an FSF/OSI-approved open source licence.
• Consider including the European Commission’s Joint Research Centre (JRC) Support Services Directorate in the consortium to leverage its research infrastructure expertise.

Special Conditions

• Single-stage lump sum grant (HORIZON-CSA, HORIZON-AG-LS) under Horizon Europe.
• Budget between EUR 1 000 000 and 1 500 000; maximum one project funded.
• Proposal page limits and layout as per Work Programme General Annex A/E; eligible countries per Annex B.
• Financial/operational capacity and exclusion criteria per Annex C; evaluation and award per Annex D/F; legal/financial set-up per Annex G.
• All software deliverables must be open source under CC0 or FSF/OSI-approved licences.
• Third-party impact assessments must be commissioned in accordance with ESFRI-proposed indicators.
• Proposals may include JRC as a consortium member; JRC is an ESFRI stakeholder prepared to collaborate.
• Compliance with all Horizon Europe rules, the Model Grant Agreement and submission deadlines (deadline: 18 September 2025, 17:00 Brussels time).
