What is the Support to the International HPC Summer School Call?

Grant Description
Support European coordination and financial backing for the International HPC Summer School (IHPCSS) series. The action addresses the need to sustain and expand European early-career researcher participation in world-class high-performance computing and quantum technology training, foster international collaboration and inclusion, and establish common governance, guidelines and evaluation mechanisms with global partners.
Required Results for Successful Funding

Expected Outcomes

• Sustained European participation of early-career scientists and contributions by European tutors in all IHPCSS editions.
• Active representation of European HPC communities within IHPCSS governance, committees and working groups on behalf of the Euro HPC JU.
• A common organisational framework with international partners, including shared planning documents (guidelines, scope, best practices, governance, curriculum development).
• Effective financial support mechanisms covering travel and accommodation for participants from Euro HPC JU Participating States.
• Expansion of the European HPC community via international networking opportunities, mentorship programmes and exposure to cutting-edge HPC technologies.
• Geographically balanced cohorts, with proportional representation across Participating States, monitored through KPIs and reported annually.
• High-quality, multidisciplinary training delivered by leading HPC specialists, fostering international collaboration, diversity, inclusion and enhancing global visibility of European HPC expertise.
• Structured evaluation mechanisms enabling continuous programme improvement and identification of synergies with other global HPC training initiatives.
Funded areas

Scope Requirements

• Annual open calls for applications targeting early-career graduate and postdoctoral researchers with primary residence, employment and citizenship in Euro HPC JU Participating States and not yet represented in IHPCSS.
• Selection procedure complying with Horizon Europe principles (proportionality, sound financial management, equal treatment, non-discrimination).
• Geographically balanced cohorts with proportional representation from all Participating States, tracked via KPIs and annual reports.
• Proven prior experience in organising similar international training events and track record of collaboration with relevant partners.
• Consortium partners must have significant, justified roles, with deliverables and resources proportionate to contributions.
• Budget envelope of up to EUR 1 million from Euro HPC JU over four years, with at least EUR 350 000 allocated to third-party financial support.
• Financial support per third party capped at EUR 5 000.
• Calls remain open for at least two months.
Additional Conditions for Applicants

Special Conditions

• EU funding rate up to 100% of eligible costs under a budget-based MGA.
• Beneficiaries must submit a Communication plan and Dissemination and Engagement Plan deliverable six months after grant start.
• Maximum one project funded under this topic.
• Third-party support calls must be transparent, published on beneficiaries’ websites, and include published data on applications received, awards made, gender and geographic distribution.
• The Euro HPC JU reserves the right to monitor and participate in the selection and allocation process (access to applications, committee meetings and documents).
• Compliance with Horizon Europe General Annexes (Admissibility, Eligible Countries, Financial and Operational Capacity, Evaluation procedures, Grant setup).
• Eligibility limited to applicants in Euro HPC JU Participating States not yet represented in IHPCSS at call closure.
• Administrative procedures and application forms must be tailored to applicants’ capacities to reduce burden while ensuring sound financial management.
