Required Results for Successful Funding

Expected Outcomes

- Establishment of a sustainable stakeholder platform through the Secretariat of the European Alliance to support the European Commission;
• Delivery of strategic roadmaps and action plans for the objectives set by the Alliance’s thematic Working Groups, in coordination with members and the Commission;
• Identification of end-user needs for semiconductor and processor technologies over the next decade to guide future research and development;
• Launch and continuous maintenance of the Alliance’s website and digital collaboration platform, with regular content updates to inform and engage stakeholders;
• Organisation and follow-up of the annual General Assembly and Forum, ensuring active participation of all members and alignment with strategic goals;
• Provision of upskilling and reskilling opportunities for workers and students to strengthen the European semiconductor workforce;
• Reinforcement of Europe’s capacities in advanced processors and electronic components by gathering diverse stakeholders, identifying production and development gaps, and defining technology roadmaps;
• Enhancement of European competitiveness and digital sovereignty, and addressing demand for next-generation secure, energy-efficient, high-performance chips and processors.
Funded areas

Scope Requirements

- Support the day-to-day work of Alliance members in identifying critical gaps in the semiconductor value chain and in developing targets and roadmaps for thematic Working Groups;
• Provide organisation and administrative support for relevant thematic Working Groups, ensuring progress towards and delivery on Alliance milestones, in close collaboration with the Chair and Vice-Chairs;
• Facilitate communication and exchanges between the European Commission, Alliance members, and other stakeholders active in semiconductor and processor technologies;
• Disseminate the Alliance’s work to relevant audiences and channels;
• Provide advice and guidance to the European Semiconductor Board upon request;
• Expand and ensure a representative Alliance community by promoting the Alliance to eligible stakeholders and supporting the on-boarding of new members;
• Organise at least one physical General Assembly meeting per year

Special Conditions

- Admissibility conditions: adherence to proposal page limit and layout requirements as detailed in section 5 of the call document and Part B of the Application Form;
• Eligibility: participating entities must comply with country, legal form, and other eligibility criteria as described in section 6;
• Financial and operational capacity and exclusion criteria apply as per section 7;
• Evaluation and award: submission and evaluation procedures in section 8 and the Online Manual; award criteria, scoring, and thresholds in section 9; indicative evaluation and grant agreement timeline in section 4;
• Legal and financial set-up governed by section 10 and by the Digital Europe Programme General MGA v1;
• Mandatory use of provided application form templates (standard DEP and detailed budget table) available in the Submission System;
• Compliance with the Digital Europe Programme Regulation (EU) 2021/694, EU Financial Regulation 2024/2509, and related guidance documents;
