This coordination and support action aims to align and coordinate Strategic Energy Technology Plan stakeholder fora across clean energy technology sectors. Required Results for Successful Funding

Expected Outcomes

Projects will deliver:
• Science-based evidence supporting European climate and energy policies
• Facilitated implementation of the SET Plan and its contribution to the Green Deal Industrial Plan, the Net Zero Industry Act and the European Research Area
• Recognition of SET Plan stakeholder fora as key players in the clean energy transition
• Addressed societal and economic effects of the clean energy transition through consideration of end-user interests, needs and concerns across the technology value chain
Funded areas

Scope Requirements

Projects must:
• Focus on one of these sectors: geothermal, hydropower, ocean energy, photovoltaics, renewable fuels & bioenergy, solar thermal, renewable heating & cooling, direct solar fuels, wind, energy efficiency in buildings, sustainable/efficient industry, direct current technologies, carbon capture/storage/use, hydrogen, energy systems
• Coordinate with existing initiatives to avoid overlap
• In line with the Recovery Plan and latest EU climate & energy policies (NECPs), deliver research & innovation roadmaps and/or analyses (SRIA, strategic reports, industrial strategies, market analyses, funding needs, innovation barriers, competitiveness/autonomy assessments)
• Address key challenges of the European Green Deal, Green Deal Industrial Plan and Net Zero Industry Act, e.g., energy security, technological pushback, industrial competitiveness, supply-chain dependencies, market access, circularity, advanced materials, digitalisation, societal transformation, skills, just transition
• Contribute to European Research Area energy objectives, notably the 3% GDP R&I spending target
• Ensure participation of industrial players (incl. SMEs), research & civil society organisations, universities and sectoral associations across multiple SET Plan countries, linking with national authorities
• Implement robust outreach to widen participation from EU & associated countries
• Consider societal needs, inequalities and employment issues in activities
• Synergise with relevant Horizon Europe European Partnerships where applicable
• Provide dissemination/networking (e.g., joint events, webinars)
• Supply FAIR-compliant data/analysis tracking technology progress towards EU targets
• Contribute to SET Plan reporting to European Parliament & Council
• Prepare or update finance & sustainability plans for stakeholder fora’s continuation post-funding
• Include effective SSH discipline contributions where relevant
• Complete activities within an indicative two-year duration
Additional Conditions for Applicants

Special Conditions

- Only one project funded per sector
• Lump sum funding model (HORIZON-AG-LS) for eligible costs as defined in the Lump Sum Decision (July 2021)
• Contractual start dates must be staggered to avoid >1 month overlap with ongoing SET Plan support actions
• Compliance with admissibility (page limits, layout), eligibility (Annex B), exclusion and capacity criteria (Annex C)
• Evaluation, award criteria, scoring and thresholds per Annex D; process per Annex F
• Legal & financial set-up per Annex G and Model Grant Agreement for HORIZON-CSA
• Data must adhere to FAIR principles (Findable, Accessible, Interoperable, Reusable)
• Project duration limited to two years
• Deliverables must feed into SETIS, annual progress report and Clean Energy Technology Observatory
• Finance & sustainability plans must enable continuation without EU funding
• Required SSH expertise and institutional involvement to enhance societal impact
• Participants must pass LEAR validation and financial capacity assessment
