What is the Supporting Digital Partnerships in Quantum technologies (RIA) Call?

Grant Description
This call funds collaborative research and innovation actions to implement the EU–Republic of Korea Digital Partnership in quantum technologies. Projects should address challenges in quantum communication, computing, simulation, and sensing, foster EU-ROK cooperation, and deliver shared best practices, researcher exchanges, and roadmaps for future collaboration.

Expected Outcomes

Project results are expected to:
• Strengthen the European quantum ecosystem, enabling stakeholders to advance quantum technology applications in academic, industrial and societal contexts across the EU and ROK.
• Improve the exchange of information and expertise between EU and ROK to address societal challenges through quantum technologies.
• Share best practices for deploying and integrating quantum technologies with other digital and emerging enabling technologies.
• Facilitate researcher and engineer exchanges, granting mutual access to quantum infrastructures in the EU and ROK.
• Enhance international cooperation between EU and ROK quantum communities and deliver a roadmap for future targeted collaboration.
Funded areas

Scope Requirements

• Proposals must address one or more of the following quantum-technology challenges with clear EU–ROK added value: quantum communication, computing, simulation and sensing.
• Integration across disciplines (physics, engineering, computer science, cybersecurity, theory, algorithms, software, manufacturing, control, infrastructure) is required.
• Projects should co-design hardware and software to accelerate applications and interoperability; develop secure communication protocols; and engineer quantum sensors for specific use-cases.
• Consortia must include balanced participation of EU Member States/Associated Countries and ROK entities, and are encouraged to involve EU Widening Countries to spread excellence.
• Proposals must clearly define how EU–ROK collaboration will raise technology readiness levels (TRLs) through comprehensive engineering and stakeholder engagement (public and/or private).
• Applicants are recommended to link to relevant standardization bodies, with beneficiaries participating in standards technical committees at national, European or international level.
• While not mandatory, proposals may integrate sex- and gender-based analysis into research and innovation content where relevant.

Special Conditions

• Single-stage submission, HORIZON Research and Innovation Action (RIA), budget-based grant under Horizon Europe.
• Proposals must comply with Horizon Europe General Annexes (admissibility, eligibility, financial and operational capacity, exclusion criteria), application page limits and layout, evaluation criteria and procedural rules.
• Eligible participants include EU Member States/Associated Countries and ROK organisations; non-associated third countries may participate subject to bilateral funding provisions.
• Applicants must select the relevant Destination 4 (“Achieving open strategic autonomy in digital and emerging enabling technologies”) description and expected impacts from the Work Programme when preparing proposals.
• Inclusion of partners with direct experience in standards committees is strongly encouraged.
• Gender-dimension integration is optional but recommended if scientifically relevant.
• Projects must respect security restrictions for European communication networks where applicable.
