Grant Description
Supports the development and swift implementation of climate adaptation Action Plans by at least seventy regional and local authorities across Europe, providing tailored knowledge, cost analysis, stakeholder mobilisation and grants to third parties to build resilience to climate change.
Required Results for Successful Funding

Expected Outcomes

In support of the European Green Deal, Adaptation Strategy and Mission Adaptation, the project will:
1. Ensure each regional/local Action Plan translates into a concrete list of prioritized actions setting in motion measurable progress towards climate resilience.
2. Guarantee Plan implementation by embedding tailored cost-addressing analyses and clear funding strategies for each action.
3. Mobilise government departments, citizens, academia, social partners, the private sector and other stakeholders to actively contribute to local climate adaptation and build ownership of the Plans.

Scope Requirements

Proposals must:
• Address Mission Adaptation objectives 1 (preparing/planning) and 2 (accelerating transformations) by supporting at least 70 regional/local authorities in formulating climate adaptation Action Plans.
• Develop a common intervention framework and modular blueprint adaptable to diverse regional/local contexts.
• Ensure each Action Plan contains: scenario-based risk analysis and robust, cost-effective solutions; a concrete list of actions with assigned implementing actors; a detailed implementation timeline with milestones; cost estimates per action and total Plan, including estimated avoided losses; an analysis of funding levers at regional, national, EU and private levels; and a monitoring framework aligned with the Mission’s common framework.
• Incorporate innovative solutions tested under Mission Adaptation, address mitigation-adaptation co-benefits where relevant, and conduct ex-ante evaluations to avoid maladaptation.
• Integrate findings of the European Climate Risk Assessment, national adaptation strategies and relevant legal frameworks, and assess social impacts against the 2030 Agenda for Sustainable Development.
• Engage an inclusive, participatory stakeholder process throughout Plan development.
Additional Conditions for Applicants

Special Conditions

- At least 70% of the EU requested contribution must be allocated as grants to eligible third-party regional/local authorities (or their representatives).
• Maximum grant per third party: EUR 250 000; third parties must not have received support under Pathways 2 Resilience nor cover territories already supported by it.
• Proposals must comply with the Financial Support to Third Parties (FSTP) Annex and General Annex B, demonstrating how geographical balance and inclusivity/equity will be achieved.
• First cascade call must be launched within the first 12 months.
• Applicants must plan for dedicated exchanges with CLIMAAX, Pathways 2 Resilience, the Mission Secretariat, and collaboration with Mission National Hubs, the Mission Implementation Platform and the Climate-ADAPT platform.
• Proposals must allocate sufficient resources and budget for ongoing engagement with Mission Adaptation monitoring frameworks (including linkages to HORIZON-MISS-2024-CLIMA-01-03), other Horizon Europe projects and relevant EU programmes.
• Standard Horizon Europe eligibility, page-limit (70 pages), admissibility, evaluation, financial capacity and exclusion criteria apply.
