Required Results for Successful Funding

Expected Outcomes

Project results are expected to contribute to all of the following expected outcomes:

• Integrated AI/ML strategy across Copernicus Services, value chains and workflows

• Improved quality, timeliness, reliability and resilience of Copernicus data, products and applications

• Improved time-to-solution and energy-to-solution of Copernicus operational workflows

• Transformed user experience through enhanced interactivity and on-demand capabilities for Copernicus services

• Exchange of knowledge, benchmarking and best practices on using AI/ML in the context of Copernicus

• Enhanced AI-readiness of Copernicus data, in particular open and free high-value labelled Copernicus datasets
Funded areas

Scope Requirements

• Proposals must contribute to all six expected outcomes and address as many of the listed R&I areas as possible

• Foster game-changing and disruptive approaches toward next-generation Earth system re-analysis, prediction systems and foundation models

• Integrate AI/ML methods with conventional production workflows under tight time and resource constraints

• Ensure explainable, trustworthy, open-source and responsible AI in line with QA/QC and EU policy requirements, including transparency and clear labelling of AI-generated products

• Incorporate benchmarking frameworks to quantify AI/ML performance improvements over time

• Plan and demonstrate intensive cooperation, knowledge transfer and potential hand-over of results to Entrusted Entities of Copernicus Services and Destination Earth

• Engage the JRC (access to operational models, advice on feasibility, pre-operational testing) where relevant

• Align with the EuroGEO initiative and projects under HORIZON-CL6-2025-03-GOVERNANCE-09 where synergies exist

• Address gender dimension (sex and gender analysis) in R&I content only if directly relevant to objectives

• Select and apply the Destination 5 (“Open strategic autonomy…”) description and impacts from the 2025 Work Programme
Additional Conditions for Applicants

Special Conditions

• Funding takes the form of a lump sum under Horizon Europe simplified costs rules

• Single‐stage call; maximum one project funded per topic by the granting authority

• Applicants must meet all general admissibility, eligibility (Annex B), financial/operational capacity (Annex C) and exclusion criteria of Horizon Europe

• If using satellite‐based EO, positioning or timing services, beneficiaries must use Copernicus and/or Galileo/EGNOS data/services

• Subject to restrictions for protection of European communication networks

• Joint Research Centre (JRC) participation is possible as a consortium member under the conditions described

• Projects must address IPR, re-use and exploitation conditions for Entrusted Entities within the implementation plan

• National Contact Points, IT helpdesk and European IPR Helpdesk are available for support
