Expected Outcomes
• Co-designed, co-delivered digital twin models at sub-basin scale to support management and policy decisions.
• Innovative marine multi-use infrastructures enabling coexistence of activities and reducing user conflicts.
• Regional-scale, climate-smart maritime spatial planning tools and management frameworks.
• Sustainable exploitation of bioresources through improved fisheries, aquaculture practices and new bio-based products.
• Enhanced resilience and adaptive capacity of coastal communities and blue economy businesses.
• Strengthened ocean health and social, environmental and economic well-being by 2050, in line with SBEP’s vision and the UN Ocean Decade Action Framework.
Scope Requirements
• Consortium composition:
– At least three eligible partners requesting funding from three different participating funding organisations.
– At least two independent legal entities located in two different EU Member States or Horizon Europe Associated Countries eligible for EU funding.
• Stakeholder involvement is strongly encouraged: SMEs, industries, public authorities, civil society organisations may participate as funded or self-funded partners, per national/regional eligibility rules.
• Proposals should consider and assess impacts across a minimum of two European sea-basins (Baltic, Black, Mediterranean, North Sea, Atlantic, or defined regional seas).
• Pre-proposal submission deadline: 17 November 2025 (15:00 CEST); call opens 15 September 2025 (15:00 CEST).
• Total indicative budget: ~€44 million, co-funded by 38 national/regional organisations across 28 countries plus EU contribution.
Special Conditions
• Each partner must comply with its national/regional regulations on eligible costs, funding rates, and self-funded contributions.
• Consortia must actively use the SBEP Partner Search Tool or equivalent matchmaking platforms before submission.
