This call supports innovation actions to demonstrate cost-efficient, safe and sustainable large-scale production of battery-grade metals, precursors or electrode active materials from primary and secondary raw materials. • Strengthened EU autonomy in the battery raw materials sector via new business models and enhanced value-chain opportunities.

• Increased domestic processing/refining capacity, contributing toward the 40% target for Strategic Raw Materials in the EU.

• Demonstration of advanced, operationally feasible technologies converting primary and secondary raw materials into high-quality battery metals or active materials.

• Significant gains in sustainability, efficiency and resilience of the European Li-ion battery sector through innovative refining and processing solutions.

• Promotion of circular battery value chains by expanding EU refining capacity for secondary streams and aligning with the Batteries Regulation objectives.

• Enhanced societal acceptance and community benefits from processing plant deployments.
Funded areas

Scope Requirements

• Final products must be either battery-grade metals/precursors or electrode active materials derived from Li, Co, graphite, Ni, Mn or P.

• Processes must be pilot-ready for large-scale adoption using: – Primary sources: EU-origin ores, brines or mineral resources; – Secondary sources: mining waste/tailings/sludges/slags (for Ni, Co), black mass, manufacturing scraps, wastewater.

• Out of scope: mechanical recycling of cells/modules/packs; mechanical pre-treatment of end-of-life or manufacturing waste; integration of active materials into full cell production.

• Exploitation/dissemination plan mandatory: include scalability, commercialisation, deployment feasibility study, business plan and identification of follow-on funding sources (e.g., Innovation Fund).

• Social acceptance assessment required: consult and involve local communities and directly affected actors; demonstrate reduction of environmental and social deployment barriers.

• Projects must reference the Safe and Sustainable by Design (SSbD) framework for chemicals/materials.

• Projects should consider voluntary involvement of the EC Joint Research Centre (JRC).

• Collaboration and reporting obligations: contribute to the CSA under topic HORIZON-CL 5-2025-D2-02-06; report Batt 4 EU KPIs.

• Type of Action: Horizon Europe Innovation Actions under Lump Sum Grant (HORIZON-AG-LS), single-stage submission.

• Opening date: 06 May 2025; Deadline: 02 September 2025, 17:00 Brussels time.

• Budget: up to €20 M; around 2 projects funded.

• Eligible entities: legal entities established in EU Member States, Horizon Europe Associated Countries, OECD, African Union, MERCOSUR, CARIFORUM, Andean Community and strategic trade-partner countries with raw materials cooperation agreements. Others ineligible.

• JRC may join as a consortium member; Commission guidance and topic-FAQs safeguard equal access to JRC support information.

• Lump sum funding conditions and model grant agreement apply; proposal format, page limits and evaluation criteria as per Horizon Europe General Annexes.

• Compliance with EU regulations: Critical Raw Materials Act 2024/1252, Batteries Regulation 2023/1542, EU Financial Regulation 2024/2509.

• Projects must adhere to Horizon Europe Programme Guide, Online Manual, legal entity validation and LEAR rules.
