What is the Synergies and mutual learning with national and regional initiatives in Europe on Industrial decarbonisation (CSA) Call?

Grant Description
Coordination and support action to strengthen cooperation among EU Member States and Associated Countries on the decarbonisation of energy-intensive industries. It will exchange best practices, coordinate national and regional policies under the Clean Industrial Deal and ERA Action, develop and compare industrial decarbonisation roadmaps and action plans, create monitoring tools and indicators, and publish project information on the INCITE platform in cooperation with the Joint Research Centre.
Required Results for Successful Funding

Expected Outcomes

• Significantly increased cooperation across Member States and Associated Countries on initiatives for decarbonising energy-intensive industries within an R&I deployment agenda

• Effective support for implementing the energy-intensive industries decarbonisation component of the ERA Action “Accelerating R&I investments for Europe’s industrial Transformation and Competitive Sustainability” (2025–2027 ERA Policy Agenda)

• Systematic exchange of best practices on industrial decarbonisation projects and initiatives among participating countries

• Strengthened coordination of actions under the ERA Action and relevant SET-Plan work streams

• Facilitated development of new, and updating of existing, national and regional industrial decarbonisation roadmaps, strategies and action plans for energy-intensive industries

• Comprehensive, JRC-methodology-compliant catalogue of national and regionally funded decarbonisation projects available on the INCITE platform to inform policy and R&I deployment decisions
Funded areas

Scope Requirements

• Governance must be placed under the authority of national and regional governments and relevant public bodies responsible for policies, strategies and programmes addressing energy-intensive industries

• Proposals must support coordination of national and regional public authorities’ funding of:
– research and innovation
– public/private R&I acceleration
– deployment of energy-intensive industries’ decarbonisation technologies

• Alignment required with policies under the Clean Industrial Deal

• Proposals must build on and leverage the Mutual Learning Exercise on Industrial Decarbonisation

• Coordination and support activities must address all of the following:
1. Active networking, information exchange and mutual learning with a whole-of-government approach
2. Overview of national/regional roadmaps, strategies and action plans
3. Comparison with EU-level roadmaps, SRIAs, Innovation Fund, SET-Plan, Net Zero Industry Act, Taxonomy Regulation
4. Building and exchanging technical expertise in low-carbon technology roadmapping
5. Development of monitoring tools and indicators
6. Valorisation of project results per Council Conclusions
7. Analytical work, data provision and workshops to facilitate collaboration
Additional Conditions for Applicants

Special Conditions

• Action financed as a lump-sum grant under the Horizon Europe Lump Sum model (HORIZON-AG-LS) per Decision of 7 July 2021

• Admissibility, eligibility and evaluation conditions as described in Horizon Europe General Annexes A–G (page limits, eligible countries, financial and operational capacity, exclusion criteria, award criteria, timelines)

• Mandatory use of standard HE CSA application and evaluation forms available in the Submission System

• Must select the relevant Destination from WP 2025 (“Industry”) and align to its expected impacts

• Must apply the JRC-coordinated methodology for cataloguing projects on the INCITE platform

• Must take into account Commission Delegated Act 2021/2139 (section 3 manufacturing) and the Council Conclusions on knowledge valorisation (23 May 2024)

• Participation restricted to entities from EU Member States and Associated Countries as per Annex B (third-country exceptions apply only where specific provisions exist)

• One-stage submission by 23 September 2025, 17:00 Brussels time
