Expected Outcomes

Successful applicants will deliver:
• A fully developed, high-quality SIP proposal ready for full grant submission
• A robust partnership and stakeholder engagement plan with formal commitments
• A clear governance and coordination mechanism for aligning all necessary funding streams
• Detailed work packages, timelines, budgets and financing plans compliant with LIFE requirements
• Demonstrated alignment of the SIP with EU climate and energy governance, adaptation strategies, urban climate neutrality/resilience plans, and GHG mitigation roadmaps
• Technical feasibility studies, risk assessments, and gap analyses ensuring implementability of the targeted plan or strategy
Funded areas

Scope Requirements

Proposals must prepare a SIP under the Climate Change Mitigation and Adaptation sub-programme that will implement one or more of the following at a large territorial scale, with full stakeholder involvement and an integrated funding coordination mechanism:
• National Energy and Climate Plans (NECP) including Long-Term Strategies (LTS)
• Governance of the Energy Union and Climate Action (Regulation (EU) 2018/1999)
• National or regional adaptation strategies/action plans pursuant to Art. 5 of the European Climate Law (Regulation (EU) 2021/1119)
• Urban or community-based action plans for climate neutrality or resilience, including EU Mission ‘Climate-neutral and smart cities’ initiatives and Sustainable Urban Mobility Plans
• National, regional or sector-specific greenhouse gas mitigation strategies or low-carbon economy roadmaps
Proposals must include a coordination mechanism to mobilize and align complementary funding streams for full implementation.
