What is the Technical Assistance preparation of ENV SIPs Call?
Expected Outcomes
• A detailed project design aligned with the targeted national/regional plan, including objectives, work plan, budget and governance.
• Defined stakeholder engagement and governance structures to ensure inclusiveness and coordination.
• A coordination mechanism blueprint that identifies funding sources and complementary measures necessary for full implementation.
• A roadmap outlining next steps towards implementation, including timelines, milestones and risk management measures.
Scope Requirements
• The SIP must implement at least one of the following plans at national or regional level:
• Circular Economy Action Plan
• Waste Management Plan
• River Basin Management Plan
• Air Quality Plan
• Noise Action Plan
• The geographic scale must be large (regional, multi-regional or national).
• The project must involve all concerned stakeholders throughout preparation.
• Include a coordination mechanism to plan and secure funding for complementary measures needed for full implementation of the targeted plan or strategy.
• Budget ceilings per topic: up to EUR 200 000 for CLIMA-SIP; EUR 300 000 for ENV-SIP; EUR 500 000 for NAT-SNAP.
• Submission as a single-stage proposal via the Funding & Tenders Portal by 23 September 2025, 17:00 Brussels time.
Special Conditions
• Eligible countries and other eligibility criteria as per Section 6 of the call document.
• Applicants must demonstrate financial and operational capacity; exclusion rules apply (Section 7).
• Submission and evaluation procedures follow the single-stage model described in Section 8 of the call document and the Online Manual.
• Award criteria, scoring and threshold rules are in Section 9.
• Indicative evaluation and grant agreement timeline is in Section 4.
• Legal and financial set-up governed by Section 10, LIFE General MGA v1.0 and EU Financial Regulation 2018/1046.
• Mandatory annex: Detailed budget table (LIFE).
• Optional annexes: Letters of support; co-financing declarations; other supporting documents.
• Submission must select the correct action (LIFE-PJG and LIFE-AG Budget-Based) and cannot be changed after confirmation.
• Applicants are encouraged to add their National Contact Point as a “Contact person” under “Participants” for support.
