Required Results for Successful Funding

Expected Outcomes

In support of the European Green Deal, the EU Adaptation Strategy, the EU Mission on Adaptation to Climate Change and the EU Disaster Resilience Goals, project results are expected to improve adaptive capacities of European regional and local authorities to extreme heat and reduce the impacts on human health and well-being. Specifically, projects should achieve all of the following:

• Enable regional and local authorities to better withstand the impacts of extreme heat, thereby protecting citizens—particularly vulnerable groups—and safeguarding health and well-being.

• Position regional and local authorities as leaders in the development, testing and deployment of innovative solutions for extreme heat adaptation.

• Empower regional and local authorities to actively explore and secure funding opportunities beyond Horizon Europe for the sustainable roll-out of adaptation measures.
Funded areas

Scope Requirements

Projects must meet all of the following:
1. Demonstration footprint:

• Activities to take place in the territories of at least three different regional or local authorities, each in a different EU Member State or Horizon Europe Associated Country, with those authorities involved as beneficiaries or associated partners.
2. Replication readiness:

• Identify at least three additional regional or local authorities (in three different countries) as “replicators” who will prepare theoretical frameworks for applying the lessons learned (no on-the-ground demonstration required during the project).
3. SSH integration:

• Include Social Sciences and Humanities disciplines and experts to address institutional, political, socio-economic and justice dimensions, stakeholder engagement and societal impact assessment.
4. Embedded adaptation planning:

• Align development and testing of solutions with the adaptation plans of participating authorities and/or national adaptation strategies to ensure uptake and sustainability.
5. Knowledge and networking:

• Build on and create synergies with prior EU and national adaptation projects (e.g., Horizon 2020/Europe, LIFE, Interreg, New European Bauhaus, Mission Climate-Neutral and Smart Cities) and other funding instruments (ERDF, Just Transition Fund, Social Climate Fund).

• Dedicate resources to link monitoring frameworks to those developed under HORIZON-MISS-2024-CLIMA-01-03.
6. Participatory approach:

• Engage local communities and vulnerable groups in design and implementation phases to ensure locally appropriate solutions.
Additional Conditions for Applicants

Special Conditions

• Demonstration activities must be conducted in at least three distinct regional or local authorities across three different Member States or Associated Countries.

• At least three additional “replicating” authorities must be identified, with no requirement for on-the-ground demonstration during the project but with preparation of replication frameworks and financing pathways.

• Projects must adopt a lump-sum financing model under the Horizon Europe Lump Sum Grant decision.

• Beneficiaries must allocate adequate resources and budget for collaboration with the Mission Implementation Platform, participation in the Mission Community of Practice and reporting to its monitoring and visualization frameworks.

• Admissibility, eligibility, evaluation, award and financial rules as set out in the Horizon Europe Work Programme General Annexes (Annexes A–G, B for eligible countries, D for award criteria, F for procedures) apply.

• Projects must embed SSH expertise and participatory processes to address socio-economic, equity and governance dimensions.

• Proposals must ensure compliance with ethical, data protection and legal requirements of Horizon Europe and the EU’s financial regulation.
