Establish a sustained Europe-wide research hub and network on contemporary antisemitism and Jewish life to foster academic dialogue, training and career opportunities, identify research gaps, develop methodological standards, strengthen policy links, and plan for long-term sustainability.

Expected Outcomes

Projects contributing to this call will deliver: 1. A fully operational, pan‐European network of practitioners and researchers in contemporary antisemitism and Jewish life, providing a dynamic space for academic exchange, training and career opportunities. 2. A comprehensive mapping of research gaps and centres, with strategies to engage underrepresented regions in Europe. 3. Agreed methodological standards to ensure the rigor and comparability of empirical research in the field. 4. A Europe‐wide strategic action plan and governance framework to evolve the network into a sustainable research institution or infrastructure. 5. Strengthened links between research outputs and policy-making for Jewish communities and wider European democratic values. 6. Establishment of long‐term capacity-building instruments (internships, summer schools, grant schemes, academic positions, annual research prizes) to recruit, train and retain experts. 7. At least one annual international conference and policy‐oriented research reports, ensuring the Hub’s visibility and ongoing impact on policy and community stakeholders. 8. Demonstrated pathway to sustained funding beyond the project’s lifetime, including regional, national and European sources, and potential development into a permanent partnership or infrastructure.
Funded areas

Scope Requirements

Proposals must:
• Target contemporary antisemitism and Jewish life in Europe, covering all regions (with emphasis on previously underrepresented areas).
• Form a consortium of research and policy actors from EU Member States and Associated Countries, demonstrating pan‐European coverage.
• Embed the Hub within an appropriate existing research community to ensure operational synergy.
• Present a clear governance model with an executive board, professional secretariat and dedicated support staff in research, policy, training, event management and communications.
• Include a detailed action plan for network development, methodological standardisation, training and career‐path support over a minimum duration of 36 months.
• Demonstrate capacity to secure additional regional, national and European funding beyond the project’s lifetime, with credible sustainability and business planning.
• Provide for regular in‐person meetings across Europe and a robust online platform to engage members.
• Outline programmes for internships, summer schools, PhD and training grants, academic position creation and annual awards.
• Plan at least one international conference per year and the publication of accessible, policy‐oriented annual research reports.
• Encourage international cooperation and propose use of FAIR data from European Research Infrastructures, especially EHRI.

Special Conditions

• Action Type: HORIZON Coordination and Support Action (CSA) with Lump Sum Grant (HORIZON-AG-LS).

• Part B page limit: 33 pages; mandatory submission of a detailed budget table via the template in the Submission System.

• Eligible entities: legal persons in EU Member States, Associated Countries, and (exceptionally) non‐associated third countries under conditions in Annex B.

• Evaluation: single‐stage call, maximum one project to be funded; standard HE CSA award criteria and thresholds apply.

• Minimum project duration: 36 months.

• Cost model: lump sum as per Decision of 7 July 2021; eligible costs defined in lump sum decision (see ‘Simplified costs decisions’).

• Adherence to Horizon Europe General Annexes (A–G), Programme Guide and Model Grant Agreement (Lump Sum MGA).

• Compliance with FAIR data principles; encouraged to leverage European Research Infrastructure services and federated data under EOSC.

• Applicants must select and address the relevant Work Programme 2025 destination (Democracy, Heritage or Social/Economic Transformations) when preparing proposals.

• Proposals must include a sustainability plan demonstrating how the Hub will continue beyond EU funding, potentially as a permanent infrastructure or partnership.
