Towards an effective implementation of key legislation in the field of sustainable energy

Increased capacity, knowledge and collaboration of public authorities in RED implementation; more consistent, effective and efficient permit-granting processes; accelerated deployment of renewable energy through designated acceleration areas; improved planning, design and evaluation of policy measures; higher data quality, availability and access; more accurate measurement, calculation and M&V methodologies; enhanced monitoring and reporting tools; identification and mitigation of environmental and market barriers; establishment of mutual recognition of installer certification schemes and increased cross-border mobility of skilled workers; and strengthened evidence base to inform and harmonise future energy policy implementation.

Proposals must: address only one of the two sub-areas (permit-granting & acceleration areas OR Article 18 certification); be submitted by at least three independent beneficiaries from three eligible countries; demonstrate clear commitment from competent implementation authorities (e.g. support letters); quantify results at project end and five years post-project, using provided and bespoke indicators; establish a causality analysis between activities, outputs and expected impacts; model, assess and evaluate implementation options; plan cooperation with the Skill 4 Energy platform for Article 18 projects; and comply with all admissibility, eligibility, financial and operational capacity, and formatting rules set out in the call document and online manual.
