Required Results for Successful Funding

Expected Outcomes

• Increased potential for commercialization of perovskite PV technologies, strengthening competitive technological know-how within the European PV industrial base.

• Support for a stronger, more resilient and competitive European economic base, aiding the green and digital transitions through reduced strategic dependencies on critical raw materials and components.

• Contribution to terawatt-scale low-cost electricity production with perovskite modules achieving low levelised cost of electricity (LCOE).

• Demonstrated long-term stability improvements and reduced environmental risks (elimination of toxic solvents, prevention of Pb leakage).

• Validated scalable manufacturing processes and dedicated equipment for large-area perovskite and perovskite-Si tandem modules.

• Achievement of device/module performance and reliability on par with or exceeding established PV technologies.

• Alignment with and support for the Solar Energy Joint Research and Innovation Agenda within the European Research Area (ERA).
Funded areas

Scope Requirements

Proposals must address all of the following:
1. Demonstrate effective strategies to enhance optoelectronic properties, performance and long-term stability of perovskite devices, while minimizing environmental impact (e.g. toxic solvent elimination).
2. Scale up reliable deposition of high-quality perovskite films over large areas, overcoming efficiency degradation at module scale, and implement patterning and cell-to-module interconnections.
3. Demonstrate robust internal and external encapsulation structures/materials to protect modules from moisture, oxygen, heat and illumination.
4. Develop module designs that meet recyclability requirements and ensure control and management of toxic Pb²⁺ from material degradation.
5. Assess performance and reliability according to international standards and compare with mature PV technologies.
6. Develop and apply performance and reliability test protocols tailored to perovskite and perovskite-Si tandem devices.
7. Demonstrate suitable production equipment specifically adapted to perovskite (or perovskite-Si tandem) manufacturing processes.
8. Involve a multidisciplinary consortium including at least one perovskite or equipment manufacturer.
9. Provide a comprehensive exploitation and dissemination plan covering scalability, commercialization and deployment (feasibility study, business plan) and identifying potential funding sources (e.g. Innovation Fund).

Special Conditions

• This call implements the co-programmed European Partnership for Innovation in Photovoltaics (EUPI-PV); projects must report progress and KPI results to EUPI-PV for monitoring.

• Consortia must include at least one perovskite materials or equipment manufacturing partner.

• Exploitation plans must cover any intended product, process or service development, including scalability, commercialization, deployment strategy, preliminary business plan and potential funding sources (in particular the Innovation Fund).

• Compliance with international standards in performance and reliability testing is mandatory.

• Projects must address EU strategic dependencies by reducing reliance on critical raw materials and components.

• Strict control and management of toxic solvents and lead (Pb²⁺) leakage is required; module designs must accommodate end-of-life recyclability.

• Single-stage submission under Horizon Innovation Actions (Type of Action: HORIZON-IA; MGA: Horizon-AG); call identifier HORIZON-CL5-2026-02-D3-01.

• Funding deadline: 17 February 2026, 17:00 Brussels time; call opening: 16 September 2025.
