What is the Training of national judges in EU competition law Call?

Grant Description
This call co-finances projects to train national judges, including prosecutors, apprentice judges and court staff, in the enforcement of European competition law (antitrust and State aid rules). It aims to improve the coherent and consistent application of EU competition law by national courts, strengthen cooperation and networking among judges, and develop practical training materials and activities such as seminars, workshops, study visits and e-learning tools.

Expected Outcomes

Funded projects are expected to:
• Increase the number of national judges with enhanced knowledge and practical know-how for consistent application of EU competition (antitrust and State aid) law
• Strengthen cooperation and networking among judges across Member States, fostering a coherent jurisprudence
• Improve procedural safeguards and the effective enforcement of competition rules by national courts
• Develop sustainable training capacity (train-the-trainer networks and reusable materials) to support ongoing judicial education across the Union
Funded areas

Scope Requirements

Projects must:
• Target national judges (including prosecutors, apprentice judges and court staff) from eligible Member States only
• Clearly demonstrate EU added value compared to Member State-only action
• Address at least one of six thematic priorities and meet the minimum topic counts per priority:

• Priority 1 (application of Articles 101 & 102 TFEU): at least 3 out of 7 listed topics

• Priority 2 (procedural safeguards & enforcement): at least 2 out of 4 topics

• Priority 3 (Directive 2014/104 on antitrust damages): at least 2 out of 5 topics

• Priority 4 (economic principles): at least 1 out of 3 topics

• Priority 5 (regulated industries & digital markets): at least 1 out of 5 topics

• Priority 6 (State aid & role of courts): must include topic c (role of national courts) plus at least 1 additional topic from a, b or d
• Comply with the single-stage submission process by 24 September 2025, 17:00 Brussels time
• Fulfill admissibility conditions (proposal page limit and layout), eligibility criteria (countries, capacity, exclusion) and evaluation rules as detailed in the call document
Additional Conditions for Applicants

Special Conditions

Projects must:
• Be addressed exclusively to national judges in a secure environment with no external monitoring or interference
• Respect detailed admissibility and eligibility conditions: proposal page limits, layout, legal and financial capacity checks, exclusion criteria
• Be submitted through the Funding & Tenders Portal by the single-stage deadline (no resubmission or multi-stage)
• Observe priority-specific rules (e.g. Priority 6 mandates inclusion of topic c and ≥1 more topic)
• Protect confidentiality of participants and materials in line with EU standards
